Notice text
The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order under Basic Ordering Agreement N00019-14-G-0019 on a sole source basis with Lockheed Martin Mission Systems and Training (MST) in Owego, NY. The effort is for NRE to integrate the upgraded ARC-210RT-1990A(C) MFR Part Number 822-3137-002 with Software Part Number 811-8529-001 (Software Version - 001) into the MH-60 Production Baseline with System Configuration 15X.
The Contractor is expected to modify the Aircraft Operating Program (AOP) and perform diagnostics testing to maintain the same functionality, incorporate the changes of the ARC-210RT-1990A(C) with S/W Version 001into the technical documentation, and perform regression testing on System Configuration 14X to ensure compatibility with the MH-60 Baseline.
This action is being awarded on a sole source basis to Lockheed Martin MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge to integrate the upgraded ARC-210RT 1990A(C) (MFR) into the MH-60 Baseline with System Configurations 14X and 15X in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR. Questions concerning subcontracting opportunities should be directed to Ms. Sheila Oechslin at (607) 751-6438.
