About this opportunity

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has issued a Special Notice for a sole source procurement of Adaptive Mindset Training/Materials from The Tracom Corporation. This is a combined synopsis and solicitation for commercial items, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 guidelines. The notice is posted for less than fifteen days, with a Request for Quote (RFQ) number N6660425Q0402. The procurement is for a Firm Fixed Price (FFP) purchase order, classified as unrestricted and set aside for small businesses. The North American Industry Classification System (NAICS) code for this opportunity is 611430, with a small business size standard of $15.0 Million.

The primary objective of this procurement is for the Corporate Operations Department to provide Adaptive Mindset Training to all government employees in response to organizational assessment results. Contractors must have an active System for Award Management (SAM) registration prior to award and must comply with specific FAR and DFARS clauses related to commercial items, cyber incident reporting, and defense telecommunications equipment restrictions. The training materials are currently utilized by DIVNPT's Leadership Competency Development Program, and instructors must be certified by TRACOM to ensure appropriate copyright, trademark, and educational standards. Payment will be processed through the Procurement Integrity Enterprise Environment (PIEE). The government has determined that a sole source procurement is in its best interest, citing potential duplicative costs and mission impact if a competitive process were pursued. Interested parties can contact Jennifer Vatousiou at jennifer.m.vatousiou.civ@us.navy.mil for additional information about the acquisition.

These training materials are currently utilized by DIVNPT’s Leadership Competency Development Program (LCDP) to conduct one course to the workforce.  The DIVNPT employees who instruct the class have been certified by TRACOM to be instructors.  The intent of this procurement is for the Corporate Operations Department to provide this course to all of its government employees in response to DEOCS and OMM results.  This will be one time procurement by Corporate Operations to accomplish this goal.  Using the TRACOM materials is required to ensure that appropriate copyright, trademark and instructor education is followed and that the same material is being learned as is taught in the LCDP.

Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the government to solicit this requirement on a sole source only bas
