About this opportunity
Air Combat Command seeks procurement, installation, configuration, and training on brand-name SolarWinds Observability (Self-Hosted Advanced A500) and Network Topology Mapper software with one year of maintenance and support, with proposals due June 3, 2026. This is a Total Small Business Set-Aside under NAICS 541519, and the source justification indicates SolarWinds is sole-source due to native integration with existing infrastructure; competition is open among small business SolarWinds resellers.
Place of performance is Shaw Air Force Base, South Carolina. The procurement requires three line items: SolarWinds Observability Self-Hosted Advanced with 12 months of maintenance and support; SolarWinds Network Topology Mapper with 12 months of maintenance and support; and five consecutive business days of onsite training for up to ten government technicians covering platform administration, advanced node management, dashboard customization, monitoring and troubleshooting, topology mapping, and mission-critical application monitoring. All pricing is firm-fixed-price.
The contractor must hold current SolarWinds Certified Professional certification or equivalent, with a minimum of three years' experience deploying SolarWinds solutions within DoD environments. Installation and configuration must comply with DoD Security Technical Implementation Guides (STIGs) on government-furnished servers on NIPRNet. The contractor must execute network discovery scans, create a minimum of two custom monitoring dashboards, configure at least five critical proactive alerts, generate a logical map of Shaw AFB NIPRNet core infrastructure, and deliver a one-year workmanship warranty plus an "As-Built" configuration document and Test and Acceptance Plan. Performance period is 90 calendar days from contract award. Award will be made to the responsible small business offeror offering the lowest price for technically acceptable products. Offerors must be registered in SAM.gov as active small businesses and maintain pricing validity for 60 days.
