About this file
This document outlines the salient characteristics for a unified observability platform procurement, detailing the technical and operational requirements for network monitoring and management capabilities. The solution must be self-hosted and provide advanced, in-depth observability across the entire network infrastructure, including network devices and mission-critical applications, enabling technicians to proactively identify and resolve issues. The platform must include automated network topology mapping functionality to automatically discover, scan, and generate accurate, current network topology maps, thereby reducing manual documentation maintenance efforts in dynamic environments.
The required solution must deliver proactive issue diagnosis and resolution capabilities specifically targeting latency problems that impact customer experience and mission readiness, while simultaneously reducing network downtime and service interruptions to increase operational efficiency. The tool must provide comprehensive network visibility and control to the 20th CS, enabling a proactive rather than reactive operational posture. Additionally, the solution must be compliant with all relevant TASKORDs that mandate its use on the network and must be recognized as a necessary troubleshooting tool by entities such as the 38th ES. These salient characteristics establish the functional and compliance baseline requirements for evaluating proposed solutions to this network observability requirement.

Salient Characteristics:
1. Unified Observability Platform: The solution must provide a self-hosted, advanced observability platform capable of in-depth monitoring across the entire network infrastructure, including network devices and mission-critical applications. This enables technicians to proactively identify and resolve issues.
2. Automated Network Topology Mapping: The system must include a feature to automatically discover, scan, and generate accurate, up-to-date network topology maps. This is required to reduce the manual effort needed to maintain network documentation in a dynamic environment.
3. Proactive Issue Diagnosis and Resolution: The tool must provide the necessary capabilities to proactively monitor, diagnose, and resolve network issues, specifically addressing latency problems that impact customer experience and mission readiness.
4. Enhanced Operational Efficiency: The solution must be able to reduce network downtime, minimize service interruptions, and alleviate the workload on both customers and technicians, thereby increasing overall operational efficiency.
5. Comprehensive Network Visibility and Control: It must grant the 20th CS the visibility and control required to ensure network reliability and maintain a proactive, rather than reactive, operational posture.
6. Compliance and Interoperability: The solution must be compliant with all relevant TASKORDs that mandate its use on the network and be recognized as a necessary tool for troubleshooting by entities such as the 38th ES.
