About this opportunity

This solicitation is for the procurement of 1,500 Coverglass Interconnect Cells (CICs) for the United States Air Force Academy (USAFA). The CICs are specialized solar cells intended for use in spaceflight and will be used to build flight arrays for future spacecraft. The Space Systems Research Center (SSRC) at USAFA has developed a qualified solar array build process and is seeking multiple Blanket Purchase Agreements (BPAs) to acquire the necessary CICs. The CICs must have a surface area of 26.62 cm^2, a coverglass thickness of at least 5 mil, and an efficiency of 30.7% or greater. They must also be compatible with the SSRC's existing manufacturing tooling. The Government will evaluate responses on a best value basis considering price, technical capability, and past performance.

The solicitation is not set aside for any particular program. The total ceiling for the BPAs is $750,000, with individual call limits of $250,000. The period of performance is estimated to be from August 20, 2024, through August 19, 2029. The place of performance is the Air Force Academy in Colorado Springs, Colorado. Vendors must be registered in the System for Award Management (SAM) and submit a completed Buy American Certificate as part of their response, which is due by June 24, 2024.

Update Attachment 4 - Salient Characteristics_Price List

This is a new requirement for USAFA and aims to build flight arrays for future spacecraft. The Space Systems Research Center (SSRC) developed a qualified solar array build process for use in the FalconSAT program. Qualification and flight solar arrays were built for use on the FalconSAT-Xtra spacecraft. Multiple BPAs are required to build flight arrays for future spacecraft. Coverglass Interconnect Cells (CICs) are solar cells intended for use in spaceflight.  CICs are manufactured using specific materials designed to survive in the orbital environment (e.g. limit degradation due to atomic oxygen or outgassing in the vacuum of space). The cells need to be compatible with existing tooling within the SSRC.

Size requirements

  • 26.62 cm^2 surface area with cropped corner
  • <=5 mil coverglass
  • >= 30.7% efficiency
  • QTY = 1500 CICs
