About this file
This document is a Request for Quote (RFQ) for Coverglass Interconnect Cells (CICs) for use in spacecraft solar arrays. The U.S. Air Force Academy (USAFA) is seeking multiple Blanket Purchase Agreements (BPAs) to acquire CICs with specific size, efficiency, and quantity requirements. The CICs must be compatible with the Space Systems Research Center's (SSRC) existing tooling. The RFQ has a closing date of June 24, 2024, and the Government intends to award multiple BPAs using a best value approach that considers price, technical capability, and past performance. Vendors must be registered in the System for Award Management (SAM) and submit required documentation, including a completed Buy American Certificate. The Government reserves the right to cancel the solicitation and will not reimburse vendors for quote preparation costs.

DESCRIPTION OF REQUIREMENTS
This is a new requirement for USAFA and aims to build flight arrays for future spacecraft. The Space Systems Research Center (SSRC) developed a qualified solar array build process for use in the FalconSAT program. Qualification and flight solar arrays were built for use on the FalconSAT-Xtra spacecraft. Multiple BPAs are required to build flight arrays for future spacecraft. Coverglass Interconnect Cells (CICs) are solar cells intended for use in spaceflight.
CICs are manufactured using specific materials designed to survive in the orbital environment (e.g. limit degradation due to atomic oxygen or outgassing in the vacuum of space). The cells need to be compatible with existing tooling within the SSRC.
Size requirements
26.62 cm^2 surface area with cropped corner 5 mil coverglass >= 30.7% efficiency QTY = 1500 CICs
It is USAFA’s preference/intent to acquire only domestic end products per the Buy American Statute (41 USC Chapter 83), except as provided in FAR 25.103. Foreign offers will be evaluated per DFARS 225.502 when comparing domestic and foreign offers. This requirement is for commercial off-the-shelf items; therefore, the manufacturing country of origin will determine if the quoted product is foreign or domestic. The Buy American – Balance of Payments Program Certificate (DFARS 252.225-7000), Attachment 3 – FA700024Q0032 Buy American Certificate, must be completed and submitted with the quote.
Any applicable shipping costs must be factored into the unit price(s) of the line item(s). Do not include a separate line item for shipping charges.
