This pre-solicitation notice, classified under NAICS code 541330 (Engineering Services) and PSC code 6117 (Solar Electric Power Systems), represents a sources sought inquiry rather than an actual solicitation for proposals. Interested contractors must demonstrate capability to perform the activities outlined in the attached Statement of Work document and provide comprehensive firm information including contact details, business size classification, and geographic service capabilities. The agency requires submission of specific company information including point of contact details, business size designations such as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, or Woman-Owned Business status, and evidence of technical capability to perform solar maintenance services. Responses must be submitted to Tyshawn Neals at tyshawn.neals@fletc.dhs.gov by August 1, 2025.

This opportunity does not include any set-aside designations and is open to businesses of all sizes, though the agency is specifically requesting information about various small business certifications as part of their market research. No incumbent contractors or current service providers are identified in the notice, nor are any award values, budget ranges, or contract quantities specified since this represents preliminary market research rather than an active procurement. The timeline for actual solicitation release and contract performance periods has not been established, as the government is using this sources sought process to determine market capabilities before proceeding with formal procurement activities. The attached Statement of Work document likely contains additional technical requirements and service specifications that interested contractors must review to assess their capability to perform the required solar array maintenance activities. No obligation exists for the government to proceed with an actual contract award based on responses to this market research inquiry.
