The contractor will be required to sieve soil samples to 2 mm and analyze them for texture, pH, total carbon and nitrogen, and total mineral elements using specific scientific methodologies including combustion analysis for carbon (detection range 1-50% with accuracy of +/- 0.09%) and nitrogen (detection range 0.2-4% with accuracy of +/- 0.03%), and inductively-coupled plasma optical emission spectroscopy for mineral element analysis with a recovery rate of +/- 10% or better. The procurement is structured as a Request for Quotation (RFQ) under FAR Part 12.6 and 13 simplified acquisition procedures for commercial items, with deliverables including digital computer files of analysis results to be used in research manuscript development. The evaluation criteria are detailed in the attached RFQ terms and conditions, and offerors must complete FAR Provision 52.212-3 online at SAM.gov.
