About this opportunity
This solicitation has been cancelled as of May 13, 2026. The Department of Agriculture Agricultural Research Service issued RFQ 1232SA26Q0500 for soil fertility testing services, with quotations originally due May 8, 2026, under a Total Small Business set-aside with a $19 million size standard.
The work was to be performed in Pullman, Washington, analyzing approximately 933 air-dried soil samples from the R. J. Cook Agronomy Farm Long-Term Agroecosystem Research Site during the period June 1, 2026 through October 15, 2026, with results deliverable within 90 calendar days of sample delivery. This was a firm-fixed price, performance-based commercial item acquisition under FAR Part 12, issued as a single Request for Quotation with award to the lowest-priced, technically acceptable quoter with acceptable or neutral past performance.
The contractor's laboratory was required to demonstrate two or more years of commercial competency in each analytical method and hold quality certification from a recognized program such as NAPT or ALTA. Required analyses included 14 specific soil properties: pH water, soil organic matter, electrical conductivity, nitrate and ammonia nitrogen, Bray-1 and Olsen phosphorus, calcium, magnesium, sodium, sulfur, boron, zinc, manganese, copper, iron, potassium, exchangeable aluminum, chloride, effervescence, lime requirements, cation exchange capacity, and total bases. All analytical personnel were required to be trained laboratory technicians, and analytical methods could not be substituted without Government Technical Monitor approval. Service Contract Labor Standards applied, with Washington State prevailing wage determinations provided. The NAICS code was 541380, Testing Laboratories and Services, and the PSC code was B532, Special Studies/Analysis—Soil.
