About this file
This is a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) for soil fertility analysis services.
The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) requires analysis of approximately 933 air-dried soil samples collected from the R. J. Cook Agronomy Farm Long-Term Agroecosystem Research Site in Pullman, Washington. The contract period of performance is June 1, 2026 through October 15, 2026. This is a firm fixed price, performance-based requirement with an Indefinite Delivery Indefinite Quantity (IDIQ) contract structure. The contractor must analyze soil samples following approved laboratory methods and deliver results to the Government Technical Monitor within 90 calendar days of sample delivery. The Government will provide pre-sterilized samples and reference samples for quality control; shipping to the contractor is USDA's responsibility, while all shipping beyond the contractor's laboratory is included in the fixed price. Payment is in arrears and invoiced monthly via the Department of Treasury's Invoice Processing Platform (IPP), with no advance payments permitted.
The contractor's laboratory must demonstrate two or more years of commercial competency in each analytical method and hold quality certification from a recognized program such as NAPT or ALTA. Required analyses include 14 specific soil properties: pH water, soil organic matter, electrical conductivity, nitrate and ammonia nitrogen, Bray-1 and Olsen phosphorus, macro and micronutrients (calcium, magnesium, sodium, sulfur, boron, zinc, manganese, copper, iron, potassium), exchangeable aluminum, chloride, effervescence, lime requirements, cation exchange capacity, and total bases. The contractor must designate a Prime Contractor Representative and alternate with full authority to act on contract matters within 10 calendar days of award. All analytical personnel must be trained laboratory technicians, and analytical methods cannot be substituted without Government Technical Monitor approval. The QASP requires 100% compliance with all performance standards outlined in Section 9 of the PWS.

Attachment 1 Performance Work Statement and QASP
Analysis of R. J. Cook Agronomy Farm USDA-ARS Long-Term Agroecosystem Research Site
Soil Fertility Samples
USDA Pullman, WA
General Information
1.0 Background and Purpose: The samples are being obtained from two long-term field scale research sites under different agricultural management strategies located at R. J. Cook Agronomy
Farm USDA-ARS Long-Term Agroecosystem Research field sites, Pullman WA. This analysis follows up on prior soil fertility analysis conducted 9 years ago in 2017 and will allow for an assessment of how field management practices like precision agriculture have affected soil fertility in dryland farming wheat producing regions and which soil fertility analysis provide the most useful information to farmers for evaluating management practices on their farms that promote healthy soils, crop yield and the soil microbiome.
The analysis of these soil samples will allow for further assessment of the best and most useful soil fertility analysis tools and contributes to the development of new management tools for helping U.S. farmers to maintain a profitable business by reducing the number of soil fertility tests farmers need to run to evaluate their management practices which aligns with USDA
