About this opportunity
The National Institutes of Health (NIH), specifically the National Eye Institute (NEI), has issued a Special Notice regarding a Firm-Fixed Price purchase order for a MATLAB software maintenance subscription. The notice indicates an intent to award the contract directly to MathWorks, Inc. under FAR Part 6.302-1, which allows for a sole source procurement when a contractor is the only known responsible source. MATLAB is a specialized numerical computing environment and programming language essential for NEI's benchtop scientists. The software enables matrix manipulations, function plotting, algorithm implementation, and interfaces with other programming languages. The agency has determined that MathWorks, Inc. is the only authorized seller capable of providing the required software and maintenance services.
The primary objective of this Special Notice is to inform potential contractors about the upcoming purchase order and provide an opportunity for alternative vendors to demonstrate comparable capabilities. Interested parties may submit a written capability statement demonstrating their ability to satisfy the requirement by 12 p.m. EST on December 9, 2024. Responses must include the Notice ID #SS-NIH-7100638 in the email subject line and be sent to zetherine.gore@nih.gov. While the notice is not a competitive quote request, the government reserves the discretion to compete the proposed award based on received responses. The anticipated award timeline is approximately seven days after the notice date, contingent on the government's assessment of potential alternative vendors. Eligibility requires a comprehensive demonstration of capability to provide equivalent MATLAB software maintenance and integration services. The opportunity is categorized under NAICS 541519 (Other Computer Related Services) and PSC 7A21 (IT and Telecom - Business Application Software).
