About this opportunity

The U.S. Embassy Bangkok is issuing Request for Quotations (RFQ) 19TH2026Q0018 for the renewal of software license subscriptions, specifically 80 Microsoft 365 E5 with Teams Enterprise licenses (SKU 365-LFLZ-2-1A). The Department of State is seeking to procure these licenses on a firm-fixed price, unrestricted basis, with award to be made to the lowest priced, acceptable, responsible quoter. Key qualifications require offerors to be registered in the System for Award Management (SAM), demonstrate authorized Microsoft distributor or partner status, provide evidence of established business operations in Thailand with company registration and VAT documentation, and submit past performance references from the last five years demonstrating prior experience in Thailand. The evaluation criteria emphasize lowest price as the primary factor, while the Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire is evaluated on a go/no-go basis, requiring "Yes" answers to all questions in Sections 2 and 3 or submission of equivalent third-party assessments such as ISO 27001, ISO 9000, SOC II, or FedRAMP authorization. Critical deadlines include March 10, 2026 at 12:00 PM Bangkok local time for written questions to Contracting Officer Ramon Menendez-Carreira, and March 16, 2026 at 4:00 PM Bangkok local time for quotation submission via email to BangkokGSOProcurement@state.gov in PDF format not exceeding 25MB per file.

This solicitation carries no set-aside designation and identifies no incumbent contractors or current vendors. No specific budget range or award value is disclosed in the solicitation documents. The quantity requirement is fixed at 80 Microsoft 365 E5 with Teams Enterprise licenses, with delivery required by March 30, 2026 at 3:00 PM Bangkok local time to the International Law Enforcement Academy (ILEA) located at 88/8 Moo 3, Vibhavadi-Rangsit Road, Bangkok 10210, Thailand. All pricing must exclude Value Added Tax due to the Embassy's tax exemption certificate from the host government. The procurement is designated for non-DOS network use and will be utilized under a joint program with the Royal Thai Government, distinguishing it from typical Department of State agency-wide enterprise agreements with Microsoft.
