About this opportunity
The U.S. Geological Survey Pacific Coastal & Marine Science Center seeks software development services for coastal remote sensing, with quotations due July 24, 2026, at 9:00 AM EDT and questions due July 16, 2026. This is a small business set-aside RFQ issued under FAR Part 12 as a firm, fixed-price procurement with no separate written solicitation.
The contractor must develop, validate, document, and deliver a SpatioTemporal Asset Catalog (STAC)-based shoreline change measurement capability integrated into the CoastSeg workflow using Landsat and Sentinel-2 optical satellite imagery. Initial development and validation focus on selected sites along the western and northern Alaskan coast. Performance runs from August 1, 2026, through June 30, 2027. Work is performed remotely with submission and administrative coordination through USGS Sacramento. All quotations must be submitted via email only to Joahnne_Ongjoco@ios.doi.gov and include separate technical and price quote attachments, Standard Form 18, SAM Unique Entity Identifier, and signed SF 30.
Required expertise encompasses machine learning models for shoreline detection, STAC knowledge for remote sensing, coastal oceanography including tidal models, cartographic science and georectification, computational optimization for deep learning, and peer-reviewed publication history on coastal change and artificial intelligence methods. Code development must occur on the USGS-managed GitLab platform (code.usgs.gov) under GPL-3.0 licensing. Technical quotes are limited to 10 pages. Deliverables include STAC-enabled CoastSeg downloading code with documentation, assembled satellite data and comparative analysis for ten Alaska coastal test sites, validated methodology with code publication and error analysis, and final documentation with training materials and a 2-to-4 hour virtual training session for USGS staff. The NAICS code is 541511, Custom Computer Programming Services. Evaluation uses a trade-off method considering technical capability, key personnel qualifications and experience, and past performance. Anticipated award is July 31, 2026. Amendment 1, posted July 17, 2026, provides vendor Q&A clarifications.
