The scope of work consists of four deliverables worth separate invoice and payment milestones: (1) STAC-enabled CoastSeg downloading code with installation documentation and workflow descriptions; (2) assembled satellite data from STAC downloads for ten Alaska coastal test sites with comparative analysis of STAC versus Google Earth Engine data quantity and quality; (3) validation of the methodology, code publication, and comprehensive reporting demonstrating all ten sites evaluated with reproducible results and error analysis; and (4) final documentation, training materials, and a virtual training session for USGS staff on the new tools and workflows. The contractor must demonstrate technical expertise in machine learning models for shoreline detection, in-depth STAC knowledge for remote sensing applications, coastal oceanography including tidal models, cartographic science and georectification, computational optimization strategies for deep learning, and publication history in peer-reviewed journals on coastal change and artificial intelligence methods. Initial development and validation shall focus on selected sites along the western and northern Alaskan coast to support hazard assessments in that region.

Estimated period of performance: August 1, 2026 - June 30, 2027

This is a small business opportunity.

Statement of Work

Coastal Change Mapping Utilizing SpatioTemporal Asset Catalogs (STAC)

I. General Information

A. Introduction

Coastal change hazards from erosion and flooding pose threats to infrastructure and natural resources throughout the Nation. A primary goal of the U.S. Geological Survey (USGS), Pacific Coastal and Marine Science Center (PCMSC) is to provide critical information regarding coastal change hazards to support preparedness, emergency response, and the protection of people and resources in coastal and ocean environments.

USGS PCMSC currently utilizes CoastSeg, a machine-learning-based shoreline mapping tool operating within the Google Earth Engine (GEE) platform. Enabling CoastSeg to incorporate satellite imagery available through publicly accessible SpatioTemporal Asset Catalogs (STAC), including Landsat and Sentinel-2 datasets, will provide increased flexibility and potential cost efficiencies.

The Contractor shall develop, validate, document, and deliver a STAC-based shoreline change measurement capability for the CoastSeg workflow. Initial development and validation shall focus on selected sites along the western and northern Alaskan coast to support hazard assessments in that region.

B. Background

Coastal changes resulting from shoreline erosion and flooding are pervasive hazards, particularly in low-lying coastal regions subject to storms. Documenting rates and spatial distribution of erosion and flooding supports natural resource management, infrastructure risk assessments, and development planning.

Although existing satellite-based techniques, including CoastSat and CoastSeg, provide tools for mapping coastal change, the current CoastSeg workflow does not utilize publicly available STAC-hosted imagery. Incorporating STAC resources into a newly forked Git repository of CoastSeg on a USGS-approved Git hosting platform for scientific software releases will allow PCMSC to evaluate coastal change using publicly accessible datasets without reliance on proprietary processing environments, thereby adding flexibility and potential cost efficiencies to shoreline change analyses.

Upon successful development and validation, PCMSC will publish and use the STAC-enabled workflows developed and published on a USGS-approved Git hosting platform for scientific software releases to evaluate coastal change patterns and rates throughout Alaska.

C. Applicable Model and Data Resources

The model identified for use in this work is CoastSeg, which is described in [https://joss.theoj.org/papers/10.21105/joss.06683] and available at [https://github.com/SatelliteShorelines/CoastSeg]. This model relies on deep learning principles, satellite imagery analyses, coastal oceanographic theory, and cartographic sciences to characterize shoreline positions and coastal change.

Satellite imagery data will be sourced from the STAC developed by the USGS EROS Data Center [https://www.usgs.gov/landsat-missions/spatiotemporal-asset-catalog-stac].

II. Scope of Work

The purpose of this work is to develop a workflow to incorporate satellite imagery available from the STAC data catalogs to provide cost-effective and time-efficient data processing of shoreline position information. The workflow will be developed within a forked copy of CoastSeg a USGS-approved Git hosting platform for scientific software. This extension of the model will require code development, validation and optimization, and detailed understanding of data architectures and cartographic sciences. PCMSC will oversee these developments, and the satellite imagery will be accessed through both Google Earth Engine and the USGS STAC to test and compare CoastSeg workflows. PCMSC will provide all lidar, photogrammetry and satellite-derived shoreline positions for comparisons and model validation. The remaining development of the STAC-based tool, its application and optimization, and the final reporting to PCMSC will be the responsibility of the contractor.

The Contractor shall extend the CoastSeg workflow to incorporate satellite imagery available through STAC data catalogs.

This effort shall include:

a. Developing code, tools and training data to enhance CoastSeg workflows available on a USGS-approved Git hosting platform for scientific software for use with STAC-derived imagery

b. Developing and implementing model validation analyses and comparisons with GEE workflows.

c. Applying the optimized model to ten Alaska test sites to highlight model result characteristics and limitations (sites listed in Table 1 below).

d. Review and publication of code consistent with USGS Survey Manual IM OSQI 2019-01 (https://www.usgs.gov/survey-manual/im-osqi-2019-01-review-and-approval-scientific-software-release).

e. Providing documentation of methods, inputs, code, and results in formats and styles suitable for routine use by PCMSC in the future and for the academic publication of the results.

The Government will provide lidar, photogrammetry, and satellite-derived shoreline datasets for validation purposes and will provide technical oversight. The Contractor is responsible for all development, validation analysis, documentation, and final deliverables.

III. Technical Requirements

The Contractor shall:

1. Conduct the extension of the CoastSeg workflows to incorporate STAC-derived imagery and use selected Alaska coastline segments for comparison and validation by:

a. Developing code, tools and training data to enhance the CoastSeg workflows within a USGS-approved Git hosting platform for scientific software for use with STAC-derived imagery

b. Developing and implementing model validation analyses and comparisons with GEE workflows.

c. Applying the optimized model to ten Alaska test sites to highlight model result characteristics and limitations (sites listed in Table 1 below).

d. Conduct reviews and publication of code consistent with USGS Survey Manual IM OSQI 2019-01 (https://www.usgs.gov/survey-manual/im-osqi-2019-01-review-and-approval-scientific-software-release).

e. Providing documentation of methods, inputs, code, and results in formats and styles suitable for routine use by PCMSC in the future and for the academic publication of the results.

IV. Application to Alaska Test Sites

The Contractor shall apply the optimized STAC-enabled workflow to the following ten (10) Alaska coastal test sites:

V. Deliverables:

The goal of the broader body of work is to develop a documented and tested extension of the CoastSeg tool that includes STAC-derived imagery derived from one or more of the providers identified in Table 1 to map of coastal changes. Application, testing and optimization of this tool will be conducted at ten Alaska coastal sites (Table 2). Documentation of this work will be delivered through digital reports in PDF format to PCMSC that document the methods, findings and implications of the analyses. Additionally, all data, metadata and code necessary to run the STAC-based processing will be reviewed, published and documented in a federally acceptable repository consistent with the USGS Survey Manual IM OSQI 2019-01 (https://www.usgs.gov/survey-manual/im-osqi-2019-01-review-and-approval-scientific-software-release) and current best practices for publishing USGS Scientific Software. Contractor will train PCMSC staff in the background and use of the new tools. Additionally, the contractor will aid in the interpretation of STAC-based coastal change results, their implications for hazard assessments and other coastal management challenges, as well as reviewing final results for accuracy and completeness.

For each site, the Contractor shall:

• Generate shoreline position outputs;

• Document model performance characteristics;

• Identify limitations and uncertainties;

• Provide reproducible results.

a. Digital descriptions of the code, analysis tools and segmentation training data to extend the CoastSeg workflow for use with STAC-derived imagery data provided in PDF format. b. Report in PDF format providing description of the optimal training strategy for using STAC-dervied imagery in the CoastSeg workflow. Deliverable will be provided to USGS science lead (provided at time of award) or the Director of the USGS Pacific Coastal and Marine Science Center.

c. Report in PDF format providing description of the STAC-based coastal change workflow. Deliverable will be provided to USGS science lead (provided at time of award) or the Director of the USGS Pacific Coastal and Marine Science Center.

d. Report in PDF format providing description of the application of the optimized STAC-based model to ten Alaska test sites that highlights model result characteristics and limitations (sites listed in Table 1). e. VI. Documentation

The Contractor shall provide documentation describing:

• Methods and workflows;

• Data inputs and preprocessing steps;

• Model training and optimization strategy;

• Validation procedures and findings;

• Instructions for installation and use.

Documentation shall be sufficient to support routine PCMSC use of the workflow.

Documentation will be provided to USGS science lead (provided at time of award) or the Director of the USGS Pacific Coastal and Marine Science Center.

VII. Deliverables and Acceptance

Invoice and payment upon Government acceptance of each of the following deliverables.

• Comparison of data quantity and quality from STAC and GEE sources

• Documentation of results

Acceptance Standard:

Complete STAC-derived data sets from all ten sites and report documenting data quantity and quality as compared with standard GEE data downloads from CoastSeg.

3. Validation of Method, Code Publication and Reporting

Includes:

• Use of all STAC-derived data in CoastSeg workflow for all ten sites

• Comparison of shoreline change outputs using STAC and GEE workflows

• Site-specific performance analysis

• Maps and figures

• Description of validation methodology

• Quantitative comparison metrics

• Error analysis and uncertainty documentation

• Finalized code repository (tagged release)

Acceptance Standard:

All ten sites evaluated and results reproducible using delivered workflow. Report detailing data quantity and quality comparisons of the STAC and GEE workflows. The Contractor shall deliver all source code, documentation, and configuration files sufficient for independent Government use and publish these materials on a federally acceptable repository consistent with the USGS Survey Manual IM OSQI 2019-01 (https://www.usgs.gov/survey-manual/im-osqi-2019-01-review-and-approval-scientific-software-release).

4. Final Documentation and Repository Publication

Acceptance Standard:

The Contractor shall provide complete documentation of new CoastSeg workflows, including training materials for usage. The Contractor will also lead one virtual training session for USGS staff on the use of the new tools and workflows.

VIII. Period of Performance

August 1, 2026 through June 30, 2027.

IX. Place of Performance

Work shall be performed at the Contractor’s facility. The Contractor shall participate in periodic virtual coordination meetings during normal Government business hours.

All virtual meetings shall be scheduled between the hours of 9:00am – 4:00pm PDT.

X. Contractor Qualifications

The Contractor shall demonstrate:

a. Technical expertise in the development of machine learning models to detect shoreline positions in coastal environments.

b. In depth knowledge of SpatioTemporal Asset Catalogs (STAC) and their usage in remote sensing applications for coastal change.

c. Technical expertise in coastal oceanography, including global tidal models and nearshore hydrodynamic processes that influence dynamic water levels.

d. In depth knowledge and experience in working with geographic mapping and applications of cartographic science, including georectification, georegistration, global and regional coordinate systems, vertical datum including ellipsoidal, orthometric and tidal heights, and map projection techniques and transformations.

e. In-depth knowledge of the computational approaches and optimization strategies of deep learning models as applied to geospatial imagery of coastal settings.

f. Evidence of this scientific expertise through publication of coastal change and artificial intelligence model methods and associated findings in peer-reviewed journals.

VII. Data Rights

All software, data products, documentation, training materials, and derivative works developed under this contract shall be delivered with unlimited rights to the U.S. Government in accordance with FAR 52.227-14, Rights in Data.

E301.1 Scope. The requirements of Chapter 3 shall apply to ICT where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.

E302 Functional Performance Criteria

302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.

603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.

603.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features required by 602.2.

603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.

Instructions to Offerors

Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative.

All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity, and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

2 Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.

3 Describe plans for features that do not fully conform to the Section 508 Standards.

4 Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.

Acceptance Criteria

1 Prior to acceptance, the government reserves the right to perform testing on required ICT items to validate the offeror’s Section 508 conformance claims. If the government determines that Section 508 conformance claims provided by the offeror represent an inaccurate level of conformance than what is actually delivered to the agency, the government shall, at its option, require the offeror to remediate the delivered item to align with the required Section 508 conformance claims prior to acceptance.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical Capability For evaluation, the Contractor shall demonstrate the following qualifications:

a. Technical expertise in the development of machine learning models to detect shoreline positions in coastal environments.

b. In depth knowledge of SpatioTemporal Asset Catalogs (STAC) and their usage in remote sensing applications for coastal change.

c. Technical expertise in coastal oceanography, including global tidal models and nearshore hydrodynamic processes that influence dynamic water levels.

d. In depth knowledge and experience in working with geographic mapping and applications of cartographic science, including georectification, georegistration, global and regional coordinate systems, vertical datum including ellipsoidal, orthometric and tidal heights, and map projection techniques and transformations.

e. In-depth knowledge of the computational approaches and optimization strategies of deep learning models as applied to geospatial imagery of coastal settings.
