About this opportunity
The Department of Defense Washington Headquarters Services Acquisition Directorate is conducting market research on behalf of the Defense Security Cooperation Agency (DSCA) for Socium Development and Operation & Sustainment support services. This procurement seeks a contractor to develop and maintain Socium, a mission-critical cloud-based DOD enterprise-wide platform that facilitates planning, budgeting, collaboration, design, management, assessment, monitoring, evaluation, and reporting for U.S. Security Cooperation activities. Key requirements include Secret facility clearance, U.S. citizen personnel, and comprehensive technical support including software development, infrastructure management, cybersecurity compliance, and training across NIPRNet and SIPRNet environments. Interested firms must submit a 10-page capability statement that includes a three-to-five-page synopsis of similar work, company details, CAGE code, NAICS codes, small business status, contract history, GSA schedule information, and recommended contract approach. The capability statements are due by August 29, 2025, at 10:00 AM EST via email to whs.ncr.ad.mbx.dsca-group@mail.mil.
This procurement opportunity has no set-aside designation and represents a new requirement with no prior acquisition history or identified incumbent contractors. The government anticipates awarding a single-award contract with an estimated total value between $10 million to $30 million over a five-year period of performance. The contract structure includes one base year and four twelve-month option periods, with performance expected to run from March 2026 to March 2031. A phase-in period is planned from February to March 2026 to ensure smooth transition and implementation. The effort emphasizes market research to identify capable vendors, including small businesses, for this Information Management & Technology support requirement. Contractors will be expected to provide continuous system improvements and support for this enterprise-wide security cooperation platform.
