About this opportunity

The United States Marine Corps is procuring a Commercial-Off-the-Shelf (COTS) automated social networking site tool capable of discovering, reporting, and removing imposter social media accounts across multiple platforms including Facebook, Twitter, YouTube, LinkedIn, and over 20 other social media sites. The tool must also identify malware, track emerging trends through hashtag analysis, and detect potential threat agents attempting to target USMC personnel. The system requires comprehensive capabilities including dashboard functionality, account discovery and filtering, risk rating assessment, customizable reporting, and account remediation workflows with a six-week response time for removal. Evaluation will be based on technical acceptability (pass/fail basis across six critical requirement categories), past performance, and price, with technical proposals limited to 40 pages maximum. The original quote submission deadline was July 10, 2025, at 12:00 PM Eastern Time, though earlier amendments showed different dates, and questions were originally due by May 29, 2025.

This procurement is designated as a 100% small business set-aside under NAICS code 513210 (Software Publishers) with a size standard of $47 million. The government intends to award a single Firm-Fixed-Price contract with one 12-month base period and four 12-month option periods, seeking to obtain between one and ten user subscriptions or licenses. The base package includes two user licenses capable of monitoring 120-300 key personnel, with additional optional user access available for expansion up to ten total subscriptions. While specific contract values are not disclosed in the solicitation documents, the pricing templates indicate structured line items for the SNS Discovery Tool, Managed Platform Services, and Takedown Capabilities. Performance will occur in Washington, DC, with an anticipated contract start date of September 30, 2025, and the system must maintain 99.97% uptime with technical support available during standard business hours.
