THE U.S GOVERNMENT INTENDS TO AWARD A SINGLE SOURCE CONTRACT ACTION WITH THE AUTHORITY GIVEN BY FAR 13.106-1(B)(1)(i) AND TO MAKE NOTIFCATION BY FAR 5.102(a)(6).
THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
THE AUTHORITY FOR SOLICITING A SINGLE SOURCE UNDER SIMPLIFIED ACQUISTION PROCEDURES IS FAR 13.106-1(B)(1)(I), SOLICITING COMPETITION, WHICH STATES THAT CONTRACTING OFFICERS MAY SOLICIT FROM ONE SOURCE IF THE CONTRACTING OFFICER DETERMINES THAT THE CIRCUMSTANCES OF THE CONTRACT ACTION DEEM ONLY ONE SOURCE REASONABLY AVAILABLE (E.G., URGENCY, EXCLUSIVE LICENSING AGREEMENTS, BRAND-NAME OR INDUSTRIAL MOBILIZATION).
