About this opportunity
The Department of the Air Force Materiel Command Test Center has issued a Special Notice regarding their intent to award a sole source contract for Flight Sciences Simulator projector upgrades at Edwards Air Force Base. The Air Force Test Pilot School requires modular upgrades to their Flight Sciences Projectors and Software in their Simulator Bay, which supports research and curriculum through a legacy Virtual Display System. The intended procurement will be awarded to 3D Perception, Inc. of Orlando, Florida under simplified acquisition procedures as a firm-fixed price contract. The acquisition includes four CompactView 4K40 Projectors, three projector lenses and mounts, four DisplayPort cables, three WarpSync Direct units, one SyncNode, and nControl software upgrades. This procurement falls under NAICS code 334111 for Electronic Computer Manufacturing with a small business size standard of 1,000 employees.
The purpose of this Special Notice is to inform industry of the Air Force's contract intent and potentially identify other qualified sources while clarifying their business size classifications. Interested vendors must submit responses by September 6, 2025, including a complete technical package with clear evidence of their ability to meet requirements and verification of Offeror's Representations and Certifications for Commercial Items per FAR 52.212-3. The sole source justification is based on 3D Perception's proprietary hardware and software compatibility with the existing Virtual Display System they originally installed in 2014. No solicitation documents exist, and the government will not reimburse any costs associated with responses to this notice. Contractors must demonstrate they can provide equivalent capabilities to the legacy system while maintaining operational continuity for the Test Pilot School's simulator training requirements.
