About this opportunity
Air Combat Command is preparing to solicit a Blanket Purchase Agreement for snow removal and hauling services at Offutt Air Force Base, with a sources-sought deadline of August 24, 2026; this is market research only and no contract will be awarded based on responses. The procurement will be structured as a multiple-award BPA and covers snow chemical supply and application, snow clearing, and base-wide hauling, effective November 1, 2026.
Work is performed at Offutt Air Force Base, including the B1000 Complex (approximately 1,220,000 square feet) and off-base Capehart parking lots (approximately 280,000 square feet) for clearing operations, plus base-wide snow hauling from designated loading areas to the base dump site. The contractor must achieve bare pavement status (maximum 0.25 inches residual snow depth) within phased timelines: Priority 1 (Critical Access) within 4 hours, Priority 2 (Operational Access) within 8 hours, and Priority 3 (Sustained Access) within 12 hours of mobilization, with Capehart lot clearing completed within 18 hours.
The contractor must provide and maintain a dedicated heavy-equipment fleet, qualified CDL operators, and a 24/7/365 on-site supervisor. A 2-hour maximum mobilization response is required, with 10 percent deduction per 30-minute delay. The contractor must clear to bare pavement to enable chemical de-icing operations performed by the 55 Civil Engineering Squadron. A tiered fixed-price billing structure covers accumulation ranges from 0.5 inches to 10.1 inches-plus, with intermediate clearing cycles required every 3 inches or 6 hours during continuous events at no additional cost. The contractor must submit pre-season vetting packages by October 1 and complete a joint pre-season damage inspection with the Contracting Officer's Representative. Submit responses to Mr. Casey Hupton (Casey.Hupton.1@us.af.mil) and Mrs. Nichole Barragan (Nichole.Barragan.2@us.af.mil).
