Statement of Work Summary: Snow Removal Services & Base-Wide Snow Hauling

This Statement of Work (SOW) outlines snow removal and hauling services for Offutt Air Force Base under a Blanket Purchase Agreement (BPA) vehicle, effective November 1, 2026. The contractor must provide mission-essential snow clearing and base-wide hauling services to maintain operational readiness during winter weather events. Services encompass snow clearing operations restricted to the B1000 Complex (~1,220,000 square feet) and off-base Capehart parking lots (~280,000 square feet), plus base-wide snow hauling from designated loading areas to the official base dump site. All clearing operations must achieve bare pavement status (maximum 0.25 inches residual snow depth) within strict phased timelines: Priority 1 (Critical Access) within 4.0 hours, Priority 2 (Operational Access) within 8.0 hours, and Priority 3 (Sustained Access) within 12.0 hours of mobilization. Capehart lot clearing must be completed within 18.0 hours. Work is executed exclusively through individual BPA Calls issued by the Contracting Officer or designee; this agreement does not obligate government funds upfront.

The contractor is solely responsible for providing and maintaining a dedicated heavy-equipment fleet, qualified operators with Commercial Driver's Licenses (CDL), and a 24/7/365 on-site supervisor. Chemical de-icing application is excluded and performed by the 55 Civil Engineering Squadron; the contractor must clear to bare pavement to enable de-icing operations. For hauling operations (CLIN 0008), the government provides loading equipment and personnel; the contractor supplies hauling vehicles, CDL drivers, and supervision. Performance metrics include 2.0-hour maximum mobilization response (10% deduction per 30-minute delay), 150,000 square feet minimum hourly clearing rate, and immediate notification to the COR upon priority zone completion. A tiered fixed-price billing structure (CLIN 0002–0007) covers accumulation ranges from 0.5 inches to 10.1 inches-plus, with intermediate clearing cycles required every 3.0 inches or 6 hours during continuous events at no additional charge. The Base Weather Flight serves as the sole authority for official snowfall measurements determining billing tier assignment. The contractor must submit pre-season vetting packages by October 1, maintain comprehensive insurance (workmen's compensation, general liability, and auto liability), complete a joint pre-season damage inspection with the COR, and submit a Quality Control Plan within 30 days of award. All equipment must meet minimum specifications including tandem-axle dump trucks with 15 cubic yard capacity, rubber tires only, and operational safety lighting.

8.0 Billing, CLIN Structure & BPA Call Rules

BPA Call Flow & Funding Constraints

In strict compliance with federal appropriations law, this Blanket Purchase Agreement does not obligate government funds. Funds are only obligated when an authorized BPA Call is formally issued. Purchases (referred to as calls) made hereunder may be written or oral. For hauling operations, calls will be made with a 12-hour notification prior to snow hauling operations beginning.

Standby Readiness Call: CLIN 0001 cannot be billed as an automatic monthly fee. The

Government will issue a dedicated monthly Standby BPA Call at the start of each month

(November through April) to authorize the standby service if necessary. The Government reserves the right, at its sole discretion, to not issue the Standby BPA Call if long-range forecasts and prevailing climate conditions indicate a low probability of snow events.

Event Clearing Call: For any clearing event (CLIN 0002 through CLIN 0007), the COR will issue an event-specific BPA Call. The final invoicing depth tier will be adjusted post-event based strictly on the validated report from the Official Meteorological Source of

Truth.

Hourly Rates: Hourly billing for standard clearing is strictly prohibited. All clearing operations must be billed under the FFP Tiered structures. Price/quote given to the CO shall not reflect a different rate for day or night shift.

Snow Hauling Rules (CLIN 0008)

Hauling Team Minimum Footprint: A single active hauling team must consist of a minimum configuration of hauling vehicles, licensed operators, and dedicated hauling supervision sufficient to safely meet target hauling operations.

Operational Increment Commencement: The 12-hour increment begins continuously from the timestamp when the first load of snow is physically placed into a contractor hauling vehicle by the government loader.

Downtime Allowance: A maximum of one (1) cumulative, non-chargeable hour is permitted within any 12-hour increment for operator rest breaks, meals, and vehicle refueling.

Double-Dip Prohibition: The contractor is strictly prohibited from concurrently billing for

Snow Hauling Operations (CLIN 0008) and Snow Clearing Tiers (CLIN 0002 - 0007) utilizing the same equipment and personnel. Equipment and personnel must be separate, or standby billing must be prorated out.

9.0 Official Meteorological Source of Truth &

Validation

To ensure fair and transparent payout determined by validated snowfall, the following rules govern all invoicing and call tier modifications:

Sole Authority: The local Base Weather Flight shall serve as the sole, official, and final authority for determining official snow accumulation depth, precipitation start and stop times, and the corresponding billing tier for invoicing.

Exclusion of External Data: The Government will not accept contractor-provided physical measurements, commercial mobile weather applications, off-base National

Weather Service (NWS) regional reports, or nearby airport sensor data as justification for invoicing.

Outage Contingency: In the event that the Base Weather Flight systems are offline or unable to provide localized measurements, the COR will designate an alternate measurement method (such as physical gauge measurements conducted jointly on-site by the COR and the Contractor Site Supervisor) prior to authorizing the invoice.

10.0 Security & Installation Access
