About this opportunity

The U.S. Coast Guard Academy, under the Department of Homeland Security, is seeking qualified vendors to provide snow removal and salting services at its New London, Connecticut facility and Child Development Center. This is a Sources Sought Notice for market research purposes, not a formal solicitation, and responses are non-binding. The contractor must furnish all labor, equipment, transportation, and supervision to maintain safe, accessible paved surfaces on roads, driveways, parking lots, and the synthetic turf Cadet Memorial Field during winter weather events. Key requirements include responding to mobilization notifications within one hour with 24/7 availability during snow season, maintaining a Project Manager available around the clock and an on-site supervisor during all plowing operations, and completing work within twelve hours of precipitation cessation. Performance standards establish strict metrics including one-hour response time (0% tolerance), clearing 95% of paved surfaces (5% tolerance), protecting the artificial turf field with no damage (3% tolerance), and maintaining supervisor availability. Interested vendors must submit technical capability statements and non-binding Rough Order of Magnitude cost estimates by February 18, 2026, to assist the government in determining the appropriate acquisition strategy.

This procurement is structured as a base period from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031, representing a potential five-year contract. No set-aside designation has been applied to this opportunity, though the notice indicates that the Randolph-Sheppard Act establishes priority consideration for proposals from State Licensing Agencies and their blind vendors. The solicitation includes eight snowfall accumulation categories for pricing purposes, with Task One covering roads and parking lots, Task Two addressing specialized snow clearing for the Cadet Memorial Field (requiring extreme care to protect the synthetic turf with a maximum 70-pound per square inch load capacity), and Task Three offering optional snow hauling services. If subcontracting is utilized, the prime contractor must perform at least 60 percent of operations and own or lease a minimum of 50 percent of equipment. The government will furnish road salt stored at Johnson Hall Garage; the contractor is responsible for all other equipment, facilities, and materials. Vendors should reference solicitation number 70Z08426QDL950098 and NAICS code 561730 (Landscaping Services) with PSC code S218 (Housekeeping–Snow Removal/Salt).
