The procurement is set aside 100 percent for small businesses under NAICS 561730, with a firm fixed-price contract structure covering a one-year base period (September 1, 2026 through August 31, 2027) and four one-year option periods extending through August 31, 2031.
Place of performance is the Coast Guard Academy, New London, Connecticut. The contractor must provide snow removal and ice treatment services on Academy and Child Development Center roads, driveways, parking lots, and the Cadet Memorial Field synthetic turf surface. Services are delivered on an as-needed basis classified by snowfall accumulation: up to 6 inches and per inch over 6 inches. Pricing is based on third-party snowfall reports from www.certifiedsnowfalltotals.com. The Prime Contractor must perform at least 60 percent of snow removal operations using prime-owned or prime-controlled equipment and maintain an on-site supervisor during pre-storm staging, active snowfall, and post-storm cleanup. A Project Manager must be available 24/7 during snow season.
Offerors must submit unit pricing for six line items: Seasonal Readiness Fee (1 per season); Snow Clearing up to 6 inches (8 visits estimated annually); Additional Snow Clearing per inch over 6 inches (30 inches estimated); Cadet Memorial Field Clearing up to 6 inches (3 visits); Cadet Memorial Field Additional Snow per inch (20 inches); and Additional Snow Hauling (10 truck loads estimated). Technical proposals must demonstrate at least three years of comparable experience, provide past performance narratives for three similar contracts, submit a Quality Control Plan and On-Site Supervisor resume, and include an equipment list. Evaluation follows a Lowest Priced Technically Acceptable Offer approach. Service Contract Labor Standards Wage Determination 2015-4111 applies. A mandatory site visit is scheduled for June 12 at 0830 at the Academy main gate, 15 Mohegan Avenue Parkway; Real ID is required.
