About this opportunity
The 55th Civil Engineer Squadron at Offutt Air Force Base, under the Department of the Air Force Air Combat Command, is seeking to procure snow chemical products through the establishment of three separate Blanket Purchase Agreements (BPAs). The specific products required include 30 tons of "Ice Slicer" street deicer chemical, 4,400 gallons of "Alpine RF-11" potassium acetate, and five super sacks of sodium acetate deicer. Contractors must demonstrate the capability to deliver these items within 48 hours of request and maintain 24/7 availability during winter operations from October through April annually. The solicitation will be conducted through an oral process outside of SAM.gov, and evaluation will be based on contractor responsiveness and ability to meet delivery requirements. Interested vendors must notify SSgt Eyvind Boyesen or Mr. Casey Hupton by the February 18, 2026 deadline to participate in the oral solicitation.
This procurement is designated as a Total Small Business Set-Aside, requiring all offerors to be registered in the System for Award Management (SAM) and certified as small business concerns. No incumbent contractors or award values are specified in the pre-solicitation notice. The BPAs will have a five-year ordering period from the date of award, with all deliveries directed to Offutt AFB in Nebraska. The minimum delivery quantities establish the baseline requirements per order: one full truckload each of Ice Slicer and Alpine RF-11, plus five super sacks of sodium acetate deicer. The contract is classified under NAICS code 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) and PSC code 6810 (Chemicals), indicating the specialized nature of the chemical products being sought.
