About this opportunity
The Bureau of Engraving and Printing is conducting market research through a Request for Information to identify qualified small business concerns interested in providing snow and ice removal services at its Washington, DC facility, with responses due by September 9, 2026. This RFI is issued solely for market research under FAR Part 10; responses will inform acquisition strategy and contracting approach but do not constitute a solicitation or guarantee of future award.
The requirement covers recurring snow and ice removal services across approximately 102,700 square feet of sidewalks, driveways, parking areas, emergency exits, entrances, and other designated areas at BEP's main and annex buildings at 14th and C Streets, SW. The draft Performance Work Statement specifies a base contract period of 12 months (November 20, 2026 through November 19, 2027) with four optional 12-month renewal periods extending through November 19, 2031. Services are year-round with heightened operations from November 20 through March 31 annually; the contractor must respond within two hours of notification to begin operations and maintain 24-hour availability.
Performance includes snow clearing, ice treatment, snow hauling when required, and tiered response protocols based on accumulation: three inches or less requires clearing and ice prevention; three to six inches requires removal with possible off-site hauling; six inches or more requires complete removal from premises. The contractor furnishes all equipment, personnel, materials, and supervision. Approved de-icing materials are limited to magnesium chloride, calcium chloride, urea, propylene glycol, and sand or cinders, with restrictions on magnesium chloride or propylene glycol to stone surfaces only.
The Government seeks small business input on fixed-price contract structures, pricing methodologies (per-event, snowfall tiers, seasonal firm-fixed-price, or alternative approaches), and most appropriate acquisition vehicle. Respondents should provide company name, UEI, business size and socioeconomic status, capability confirmation, and a non-binding rough order of magnitude estimate.
