About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking quotations for repair, teardown, evaluation, and/or modification services for an SMP 2U item (NSN 7HH 5895-01-668-2003), with quotations due by May 14, 2026. The Government requires firm-fixed price quotations that must include repair unit pricing, total cost, repair turnaround time (RTAT) commitments of 81 days, new unit pricing if applicable, testing and evaluation fees for beyond-repair items, CAGE codes, and detailed cost breakdowns with profit rates. Key contract requirements include compliance with MIL-STD-2073 packaging standards, Commercial Asset Visibility (CAV) reporting, Item Unique Identification (IUID) per DFARS requirements, and configuration management provisions for any engineering changes. The Government will make a single award to the most advantageous offeror based on evaluation criteria that prioritizes past performance over price, and the contract will be issued bilaterally, requiring contractor written acceptance prior to execution. Quote expiration dates must be a minimum of 90 days, and an induction expiration window of 365 days applies after contract award for asset receipt authorization.
This is not a small business set-aside procurement. The solicitation requires delivery of 16 total units—one unit to DLA San Joaquin in Tracy, California (W62G2T) and 15 units to DLA New Cumberland, Pennsylvania (W25G1U)—both in "A" condition stock. Delivery must occur within 81 days of contract award, with price reductions applied per unit per month for delays exceeding the required RTAT. The Government will conduct source inspection at origin with FOB Source delivery terms, and quotations must be submitted electronically to JORDAN.D.BURT.CIV@US.NAVY.MIL. The awardee must be an authorized repair source with demonstrated capability to meet the technical and logistical requirements of the solicitation. No specific budget range or award value is disclosed in the solicitation notice.
