About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, solicited sealed bids for roadway and parking lot rehabilitation at Smithville Lake and Tuttle Creek Lake public use areas, with bids due June 23, 2026. The procurement is firm fixed-price, unclassified, with no set-aside.

Place of performance is 16311 DD Hwy, Smithville, Missouri 64089, with work distributed across both lake facilities per site drawings. The base requirement (CLIN 0001) covers asphalt pavement patching, crack filling, chip sealing, and pavement striping at Tuttle Creek Lake Administration Building Parking Lot, with a 360-day performance period from Notice to Proceed. Seven optional CLINs address crack filling, full-depth reclamation with hot mix asphalt, and surface sealing and striping at multiple locations across both lakes; exercising options does not extend the performance period. The solicitation specifies in-place pulverization of existing roadway, hot mix asphalt paving, chip seal, crack fill, pavement surfacing sealing, and pavement striping, furnished with all required labor, equipment, materials, and services.

The contract value falls between $1 million and $5 million. Key requirements include compliance with the Buy American Act for construction materials, NIST SP 800-171 registration for the awardee, performance and payment bonds equal to 100 percent of contract price, liquidated damages of $650 per calendar day for delays, small business subcontracting plans for contracts exceeding $900,000, and prevailing wage rates. Bidders must register in SAM.gov prior to submission, provide raised-seal bid bonds for bids exceeding $150,000, acknowledge amendments, and complete supplemental bid schedules. Virtual bid opening occurred via Microsoft Teams. Solicitation amendment 0001 (May 21, 2026) moved the due date forward from June 30 to June 23. Three bidders submitted offers; Construction Solutions Group later withdrew its bid.
