About this opportunity
The General Services Administration (PBS) Office of Facilities Management is seeking qualified contractors to establish a multiple-award Blanket Purchase Agreement (BPA) for Smart Sensor Installation and Support Services across GSA-managed facilities. The procurement will support GSA's mission to enhance facility operations by implementing advanced smart sensor technology to collect real-time occupancy and environmental data across over 180 million square feet of federal building space. The BPA will cover installation, maintenance, and integration of sensors for occupancy, air quality, water, energy, and environmental monitoring, with requirements to comply with GSA IT security policies and federal privacy regulations. Contractors will be evaluated based on a best value assessment, with technical approach being the most significant factor, followed by past performance, corporate experience, and price. Key submission deadlines include questions due by January 29, 2025, and quotes due by February 14, 2025 (later amended to February 21, 2025) via email to specified GSA contacts.
The solicitation is an unrestricted competitive procurement with no specific set-aside designations, seeking up to five BPA awards with a total estimated ceiling value of $41.9 million. The contract will be a Firm Fixed Price agreement with a five-year performance period consisting of one base year and four option years. Performance will occur across GSA's 11 regional offices, with specific facility locations to be defined in individual BPA calls. Contractors must be registered in the System for Award Management (SAM) and provide detailed pricing schedules including unit pricing for sensors, labor rates, material costs, and travel expenses. The BPA requires adherence to industry standards like RESET Air Accredited Monitor Standards and compliance with Section 889 of the National Defense Authorization Act, with sensors expected to integrate directly with existing Building Monitoring & Control Systems and provide high-accuracy environmental and occupancy data.
