About this file
This is a Sources Sought synopsis issued by the Bureau of Reclamation for market research purposes to identify potential suppliers of a Small-Diameter Soil Cyclic Triaxial Testing System. The requirement falls under NAICS 334519 (Other Measuring and Controlling Device Manufacturing). The government is seeking a new cyclic triaxial system with integrated components including a triaxial testing cell, pressure transducers, 10 kN internal load cell, load ram assembly, controller system, data acquisition system, hydraulic installation kit, lifting system, base pedestal, top cap, preparation kits for multiple specimen sizes (38 mm, 50 mm, 70 mm, and 100 mm), on-specimen LVDTs with signal conditioning kits, displacement transducers, and advanced dynamic cyclic loading control software with load control capability. The system must directly interface with the existing GDS Instruments cyclic triaxial testing system already owned by Reclamation and conform to ASTM D3999 performance specifications.
The system must feature high-accuracy electromechanical actuators with a 10 kN axial load cell (axial force accuracy less than 0.1% of full-scale output and less than 0.4 kN), USB computer interface, 100 mm displacement range with 0.2 micrometer resolution, 5 Hz operating frequency, ability to test specimens up to 101 mm in diameter, and cell pressure delivery up to 2 MPa. The supplier must provide at least a one-year warranty, demonstrate successful construction and sale of at least five similar systems worldwide, maintain qualified service technicians for support and maintenance, and ensure plug-and-play operation with new parts and current calibration documentation. Delivery and installation to Reclamation's Technical Service Center in Denver, Colorado must be completed by the supplier. Interested parties must submit responses by November 6, 2026 at 5:00 PM Eastern in Microsoft Office Word or PDF format (not to exceed 10 single-sided pages, 8.5x11 inches, one-inch margins, 12-point minimum font) via email to ConnieAnn Tudela-Kately at connieann_tudela-kately@ios.doi.gov. This notice is for market research only and does not constitute a binding solicitation or obligation to award a contract.
