About this opportunity

The Naval Sea Systems Command (NAVSEA) is procuring Sonardyne brand inertial navigation system (INS) components, specifically one SPRINT-Nav U 1k unit and one Sprint-Nav U Mounting Ring Kit, through a small business set-aside solicitation. The procurement is justified based on operational continuity, as the Navy currently operates similar Sonardyne equipment with extensively developed software and trained personnel, and switching to alternative brands would require costly re-vetting of software, personnel retraining, and project delays. Award will be made on a best value basis to the government, considering price, delivery, quality, and past performance. Interested vendors must submit email quotes to kaitlin.h.summerville.civ@us.navy.mil by 11:00 a.m. Central Time on Wednesday, March 4, 2026, with no late submissions accepted. All quotes must include cage code and lead time information, and vendors must be capable of invoicing through the Wide Area Workflow (WAWF) system, with shipping either included in the price or provided as a separate line item.

This procurement is designated as a Total Small Business Set Aside, restricting competition to small business entities. The current Sonardyne SPRINT-Nav U system represents the incumbent technology, with no alternative manufacturers being considered due to the specific operational requirements. Delivery must occur at NSWC-PCD and/or NEDU facilities in Panama City, Florida, during Monday through Friday business hours (8:30 a.m. to 3:00 p.m. local time), with trucks requiring base access prior to 2:30 p.m. The specific dollar value of the contract award is not disclosed in the solicitation materials, though it is noted as exceeding micro-purchase levels but not exceeding the simplified acquisition threshold. The procurement utilizes simplified acquisition procedures under FAR Part 13 on a firm fixed-price basis, with all standard Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses applicable to commercial items acquisitions.
