About this file

This is a Brand Name Justification document submitted by the Naval Surface Warfare Center Panama City Division (NSWC-PCD), located at 110 Vernon Ave., Panama City, FL 32407, to justify a sole-source procurement of Sonardyne inertial navigation system equipment. The acquisition consists of two line items: one SPRINT-Nav U 1k unit (Product Number 8358-1511) and one Sprint-Nav U Mounting Ring Kit (Product Number 650-0198), to be procured on a firm fixed price basis using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.

The justification for restricting competition to the Sonardyne brand is based on operational continuity and cost avoidance. NSWC-PCD currently operates a similar SPRINT-Nav U system with extensively developed software and trained personnel who have invested considerable effort in integrating navigation and target localization capabilities. Selecting an alternative brand would necessitate re-vetting existing software, retraining personnel, and incurring additional costs while causing unacceptable project delays. The Contracting Officer has determined that the Sonardyne acquisition represents the best value and lowest overall cost alternative to meet the Government's needs. The requirement will be synopsized on sam.gov, and no market research among schedule holders was conducted due to Sonardyne being the only brand capable of meeting the stated requirements.

Subj: BRAND NAME JUSTIFICATION TO PROCURE A SONARDYNE INS

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”

This is a brand name justification. Contracting activity is NSWC-PCD, 110 Vernon Ave., Panama City, FL, 32407.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand name basis, to authorized sellers of the items listed in Paragraph 3 of this document.

3. A description of the supplies or services required to meet the agency’s needs.

Line Description Product Number Qty

0001 SPRINT-Nav U 1k 8358-1511 1

0002 Sprint-Nav U Mounting Ring Kit 650-0198 1

This acquisition will be conducted using simplified acquisition procedures. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for the items listed in Paragraph 3 of this document. NSWC PCD currently has a SPRINT-Nav U similar to the item listed in Paragraph 3 and it has been used extensively by the requiring project.

Software has been developed and personnel have gained user experience with the current Government owned equipment. The requiring project personnel will be tasked with integrating the software and hardware onto the desired platform and will be required to possess prior experience with Sonardyne INS units. For previous tasks, considerable effort was expended for ingesting and processing messages from the INS for navigation and target localization accuracy.

Utilizing the available intellectual property is essential for remaining on schedule with the integration and deliverables for this work. If another brand were to be selected, the currently owned software would have to be vetted with the new brand and personnel would require additional training, both resulting in project delay and unplanned costs.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the Sonardyne brand.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Sonardyne is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Sonardyne is the only brand that can meet this requirement.
