The Bureau of Land Management Nevada Region seeks design, procurement, delivery, assembly, and installation of a solar-lit flagpole at the Sloan Canyon National Conservation Area Visitor Contact Station in Henderson, Nevada, with quotes due September 3, 2026. This is a Total Small Business set-aside under NAICS 238990, All Other Specialty Trade Contractors.
The contractor must deliver a 20-foot exposed height aluminum flagpole fabricated from seamless extruded aluminum alloy 6063 tubing with minimum 3/16-inch wall thickness, complying with ASTM B241/B241M standards and capable of withstanding 90 mph wind loads per NAAMM FP 1001 specifications. The flagpole shall include a solar-powered lighting system with three lights containing twelve bright white LEDs each, powered by a minimum 15-watt solar panel, plus two 3-foot by 5-foot American flags. The contractor must submit a structural calculation report demonstrating adequacy under specified conditions with safety margins and resistance to dynamic flag-flapping effects. Design must be submitted within 10 calendar days of award, with BLM providing 10 working days for review. Delivery and installation must be completed within 75 days of award, with installations scheduled at least 7 days in advance during normal business hours (Monday–Friday, 8:00 AM to 4:30 PM). This is a firm, fixed-price contract with performance period September 21, 2026, to December 31, 2026.
Evaluation follows a Lowest Price Technically Acceptable approach. Price is the primary factor; technical capability and past performance combined are significantly less important. Technical evaluation assesses relevant experience, system completeness, manufacturing and installation capability, solar lighting experience, and site protection measures. Past performance requires at least three recent relevant projects completed within the past five years, emphasizing scope, complexity, and magnitude. Questions are due August 27, 2026.
