The contractor shall provide a structural calculation report demonstrating the flagpole's adequacy for the specified conditions, including safety margins and resistance to dynamic effects from flag flapping. Materials must be obtained as complete units from a single manufacturer source. The contractor shall mark work areas with temporary fencing and safety signage in accordance with OSHA regulations, and delivery shall be in original packaging with excess materials removed upon completion. Acceptance of services will be verified by the Contracting Officer's Representative (COR) upon receipt of a signed delivery ticket.

STATEMENT OF WORK
FOR THE SLOAN CANYON NATIONAL CONSERVATION AREA
VISITOR CONTACT STATION
Flagpole procurement and installation
I. GENERAL REQUIREMENTS
The Sloan Canyon National Conservation Area within the Red Rock/Sloan Field Office, Southern Nevada District Office of the BLM requires the installation of a solar-lit flagpole at the newly constructed Visitor Contact Station.
II. SCOPE
The Contractor shall provide all personnel, equipment, tools, materials and supervision necessary to perform required services under this contract. The Selected Contractor will provide the procurement, delivery, assembly, and installation of a solar-lit flagpole in front of the Sloan Canyon VCS. The contractor shall include two (2) 3 ft x 5 ft compatible American flags. The work shall be performed in a manner that will ensure value or effectiveness in use of staff or facility time. The Contractor shall have only competent and qualified personnel perform the work.
1. This will be a firm, fixed price contract.
III. DESCRIPTION OF TASKS
The contractor shall provide the following:
1. Submit a design for a solar-lit flagpole for the Sloan Visitor Contact Station on Nawghaw Poa Road, Henderson. Specific street address/site directions to be provided by BLM staff.
a. Flagpole exposed height will be twenty (20) feet, and flag will be illuminated during the hours of darkness by three (3) lights with twelve (12) Bright White LEDs each and powered by solar panel with a minimum wattage of fifteen watts (15W.)
2. Procurement of flagpole, solar lighting system with all necessary electrical components, flag, and associated equipment and materials for install to meet the approved design.
3. Installation of flagpole, solar lighting system, and flag including providing all associated equipment and materials necessary for installation.
a. Installation includes all necessary site preparation.
IV. GENERAL SPECIFICATIONS
Vendor to provide design, procurement, delivery, and installation of one solar-lit flagpole, along with the necessary site preparation of the location.
a. Vendor to include shipping to:
DOI – Bureau of Land Management – Sloan Visitor Contact Station on Nawghaw Poa Road, Henderson. Specific street address number to be provided by BLM staff when available.
b. Material to be delivered unassembled in original packaging.
c. Site visit recommended for confirmation of designated flagpole location.
d. Contractor will provide a price breakdown of solar-lit flagpole and associated components, and installation equipment and materials.
e. The flagpole must be delivered and installed, and excess materials removed within 75 days of award of the contract.
a. Contractor will have 10 calendar days from contract award to provide the BLM with a design.
b. BLM will have 10 working days to review the proposed design.
c. Contractor will deliver and install within remaining time allotted in “e” above.
V. SPECIFIC REQUIREMENTS / TECHNICAL SPECIFICATIONS
a. Manufacturer Provided Design Please note: The attached construction diagram is to provide an idea of the desired location for the flagpole, and an onsite visit is necessary to ensure a clear understanding of the necessary equipment, labor, and materials required for the installation in that location.
b. Flagpole specifications and performance requirements Flagpole will have an exposed height of twenty (20) feet and flag will be illuminated during the hours of darkness by three (3) lights with twelve (12) Bright White LEDs each and powered by solar panel with a minimum wattage of fifteen watts (15W.).
· The flagpole shall be a ground-set Aluminum Flagpole:
· Entasis tapered flagpoles fabricated from seamless extruded tubing complying with ASTM B241/B241M, Alloy 6063, with a minimum wall thickness of 3/16 inch (4.8 mm).
· Exposed Height: 20 feet (6.1 m).
· Aluminum Flagpoles: Entasis-tapered flagpoles fabricated from seamless extruded tubing complying with ASTM B241/B241M, Alloy 6063, with a minimum wall thickness of 3/16 inch (4.8 mm).
· Metal Foundation Tube: Manufacturer's standard corrugated-steel foundation tube, 0.060-inch (1.52-mm) wall thickness with 3/16-inch (4.8-mm) steel bottom plate and support plate; 3/4-inch- (19-mm-) diameter, steel ground spike; and steel centering wedges welded together. Galvanize foundation tube after assembly.
· Flashing Collar: Same material and finish as flagpole.
· Cast-Metal Shoe Base: Made from aluminum for anchor-bolt mounting; furnish with anchor bolts.
· Construct flagpoles in one piece if possible. If more than one piece is necessary, comply with the following:
· Fittings
· Finial Ball: Flush-seam ball, sized as indicated or, if not indicated, to match flagpole-butt diameter.
· 0.063-inch (1.6-mm) spun aluminum finished to match flagpole.
· Internal Halyard, Winch System: Manually operated winch with control stop device and removable handle, stainless steel cable halyard, and concealed revolving truck assembly with plastic-coated counterweight and sling. Furnish flush access door secured with cylinder lock. Finish truck assembly to match flagpole.
· Halyard Flag Snaps: Furnish two per halyard.
· Aluminum Finishes
· Clear Anodic Finish: AAMA 611, AA-M12C22A41, Class I, 0.018 mm AA-M12C22A31, Class II, 0.010 mm or thicker.
· Lighting
· Pole Mounted solar lighting system.

· Brightness: 1500 Lumen
· Battery: 12,000 mAh Rechargeable
· Run time 10-12 hours on full charge
· Lights: Three with 12 Bright White LEDS each.
· Minimum Solar Panel Wattage :15W
· Structural Performance: Flagpole assemblies, including anchorages and supports, to withstand design loads indicated within limits and under conditions indicated.
· Wind Loads: Determine according to NAAMM FP 1001. Basic wind speed for Project location is 90 mph per NAAAMMFP1001.
· Base flagpole design on polyester flags of maximum standard size suitable for use with flagpole or flag size indicated, whichever is more stringent.
· Structural Report: The Contractor shall submit to the COR a structural calculation report and all relevant technical checks demonstrating that the proposed flagpole is fully adequate for the required installation conditions. The calculations shall address the flagpole height of twenty (20) feet, the size and weight of the flag, the wind exposure category and local environmental conditions at the installation site, and a basic wind speed of 90 mph in accordance with NAAAMMFP1001. The calculations shall also account for any other significant actions, including dynamic effects caused by flag flapping. The submitted documentation shall demonstrate an adequate safety margin, ensuring no risk of collapse, instability, or excessive deformation of the flagpole shaft or its anchorage system.
· Source Limitations: Obtain flagpoles as complete units, including fittings, accessories, bases, and anchorage devices, from single source from single manufacturer.
c. Installation
· All installation dates must be scheduled in advance for planning purposes (at least 7 days in advance of start date).
· Mark work area by installing suitable temporary fencing and barriers to prevent unauthorized access to the work areas and install safety signs and temporary signage (no-entry signs, alternative pedestrian/vehicle routes, hazard warnings, etc.) in accordance with applicable regulations.
· Standard OSHA regulations apply.
· General: Install flagpoles in location indicated in attached diagram and according to Shop Drawings and manufacturer's written instructions.
· Foundation Tube: Place flagpole in tube, seated on bottom plate between steel centering wedges, and install hardwood wedges to secure flagpole in place. Place and compact sand in foundation tube and remove hardwood wedges. Seal top of foundation tube with a 2-inch (50-mm) layer of elastomeric joint sealant and cover with flashing collar.
· Baseplate: Cast anchor bolts in concrete foundation. Install baseplate on washers placed over leveling nuts on anchor bolts and adjust until flagpole is plumb. After flagpole is plumb, tighten retaining nuts and fill space under baseplate solidly with no shrink, nonmetallic grout. Finish exposed grout surfaces smooth and slope 45 degrees away from edges of baseplate.
· Install commercial grade pole mounted solar flagpole light in according with manufacturers’ written instructions.
c. Delivery
· Delivery time will be during normal working hours, Monday through Friday, 8:00 am to 4:30 pm. (Except Holidays).
· Spiral wrap flagpoles with heavy paper and enclose them in a hard fiber tube or other protective container.
VI. INSPECTION AND ACCEPTANCE
Acceptance of services shall be provided by the COR. The contractor shall provide a delivery ticket to the accepting official for verification and signature.
