About this opportunity

The Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center is seeking to procure slip ring assemblies and brush blocks for the sustainment of rotary joints in Airport Surveillance Radar Model 9 (ASR-9) field radar sites through multiple Blanket Ordering Agreements (BOA). The solicitation specifically requires two part numbers: CLIN 00001 for Slip Ring Assemblies (NSN 5999-01-442-3976, MOOG Components Group Limited P/N: D1619-100P1) and CLIN 00002 for Brush Blocks (NSN 5999-01-423-0729, either MOOG Components Group Limited P/N: LQ4014-2 or Frontgrade Technologies Inc. P/N: D1619-100P2), which are the only FAA-approved versions for use in ASR-9 radar systems. These components are crucial for the rotary joint that comprises six RF paths and 20 slip ring connections electrically interfacing the rotating antenna with the stationary pedestal, along with two position sensors providing azimuth data. The FAA will evaluate proposals based on responsibility, conformance to requirements, and best value to the government. Proposals were due by November 7, 2025, at 1400 CT, with the solicitation posted on October 2, 2025.

This procurement utilizes full-and-open competition with no set-aside designation and falls under NAICS code 335312 (Motor and Generator Manufacturing) with a size standard of 1,250 employees. The current approved manufacturers identified are MOOG Components Group Limited and Frontgrade Technologies Inc., though the solicitation is open to other qualified vendors capable of providing the specified part numbers. The contract structure will be multiple BOAs with a five-year period of performance, though specific quantities are unknown and will be ordered as needed through delivery orders. Contractors must be registered in the System for Award Management (SAM) and comply with comprehensive packaging, preservation, and marking requirements including ESD-sensitive material handling and hazardous materials shipping regulations. The procurement supports the sustainment of ASR-9 radar systems at various field radar sites, with delivery orders to be processed according to established ordering procedures outlined in the contract clauses.
