About this opportunity
The U.S. Army Contracting Command at Aberdeen Proving Ground is issuing a Request for Information to identify contractors capable of providing comprehensive sustainment support services for the Simple Key Loader (SKL) and PANDA devices across versions V2.0, V2.1, V3.0, V3.1, and V3.2. The procurement seeks services including systems engineering, software development, software upgrades, technology insertion, testing, integration, training, obsolescence management, and configuration management for these NSA Type 1 certified communications security devices used by the Army's Project Manager Tactical Radio. Contractors must possess expertise in NSA Type-1 certified fill devices, software development for Tier 3 devices, and maintain the ability to ensure interoperability across SKL variants and End Cryptographic Units. Additionally, contractors must hold a minimum secret facility clearance and demonstrate experience with Communications Security (COMSEC) and key management systems. Interested parties must submit a ten-page white paper by September 30, 2025, detailing their company profile, technical capabilities, experience with COMSEC systems, and risk management strategies.
This procurement does not utilize any set-aside designations and is open to full and open competition. Sierra Nevada Corporation serves as the current incumbent contractor, having been the sole supplier for SKL sustainment services since 2005, which creates a significant competitive advantage for the existing provider. The anticipated contract structure includes a base year performance period followed by four one-year option periods, totaling a five-year maximum performance timeline. Services will be acquired through a combination of Firm Fixed Price and Cost-Plus Fixed Fee arrangements, utilizing various funding sources including Research, Development, Test and Evaluation (RDT&E), Other Procurement Army (OPA), Operations and Maintenance Army (OMA), and Foreign Military Sales funding. The Army emphasizes the critical need for a seamless transition to mitigate risks associated with any potential break in sustainment services for these mission-critical communications security devices.
