About this opportunity
The U.S. Immigration and Customs Enforcement (ICE) is soliciting multiple Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts for Skip Tracing Services to locate and verify addresses of aliens residing in the United States through commercial data verification and physical observation services. Offerors must demonstrate strong prior experience in skip tracing operations, technical competency in address verification methodologies, and the ability to handle sensitive law enforcement information. The evaluation will employ a best-value tradeoff approach, with non-price factors—specifically prior experience and technical scenario response—weighted significantly more heavily than price, and any proposal receiving a "Low Confidence" rating in non-price factors will be removed from competition. Proposals must be submitted by 5:00 PM ET on November 24, 2025, with proposal questions due by November 14, 2025, and offerors must provide six separate submission files including company information, representations and certifications, two prior experience projects, a technical scenario response, pricing details, and a subcontracting plan if applicable.
This solicitation carries no small business set-aside, with the NAICS code 561611 (Investigation and Personal Background Check Services) carrying a small business size standard of $25 million. The contract has a minimum quantity of $7,500,000 per IDIQ with a maximum of $281,250,000 per IDIQ, for a total combined contract ceiling of $180 million across all awards, with individual contract maximums not exceeding $90 million. The overall performance period is two years, consisting of a base year plus one option year, with anticipated award and contract start in December 2025 and no transition period required. Each contractor is expected to manage a monthly caseload of approximately 50,000 last known addresses from a projected total of 1.5 million alien addresses requiring verification. Performance will take place in Washington, DC 20420, with monthly invoicing based on completed cases and compensation structured around timeliness and accuracy incentives.
