About this opportunity
The Defense Logistics Agency Energy has issued a Special Notice for a mandatory site visit regarding bulk gaseous helium supply at the U.S. Navy Diving Experimental Unit in Panama City, Florida. This notice pertains to the procurement of industrial gas manufacturing services, specifically gaseous helium that must conform to military specification MIL-PRF-27407E Type I, Grade B requirements. The site visit is scheduled for June 24, 2025, from 9:00 AM to 11:00 AM local time at 321 Bullfinch Road, Panama City, FL 32408. Interested contractors must contact Leno Smith at 804-972-0809 or leno.smith@dla.mil to participate. The opportunity falls under NAICS code 325120 for Industrial Gas Manufacturing and PSC code 9135 for Liquid Propellant Fuels and Oxidizers.
The primary purpose of this site visit is to clarify the cascading process for trailer delivery and the associated timeline of up to three days, enabling the government to refine requirements for a future formal solicitation. The estimated annual usage requirement is 300,000 standard cubic feet of gaseous helium, necessitating two or more deliveries per year that must be coordinated at least three months in advance. Contractors interested in participating must register for the site visit by the June 11, 2025 deadline specified in the notice. The government is using this information-gathering session to better understand operational constraints and delivery logistics before issuing the actual procurement solicitation. No set-aside restrictions apply to this opportunity, making it open to all qualified contractors in the industrial gas manufacturing sector. The helium must meet specific military propellant pressurizing agent standards under NSN 9135-01-665-9551.
