About this opportunity

The U.S. Department of State's Office of Global Acquisition is seeking Design-Build (D/B) services for a Site Maintenance & Development Plan (SMDP) project at the Camp Coiner site in Seoul, Republic of Korea. The project involves comprehensive site preparation for a New Embassy Compound, including demolition, asbestos abatement, environmental remediation, site clearing, and temporary security measures. The solicitation will be fully competed under open competition, with no specific small business set-aside restrictions. A pre-proposal conference and site visit is tentatively scheduled for 29 April to 1 May 2025, with the solicitation expected to be issued around 3 April 2025. Potential offerors must maintain an active SAM.gov registration to be considered eligible for the contract, and specifications will be accessible through restricted access on SAM.gov.

The estimated contract value ranges between $65 million and $85 million, with a projected contract completion date of September 2029. The site presents significant environmental challenges, including contaminated soil and groundwater from past fuel oil leaks, which must be remediated according to both U.S. and Republic of Korea environmental standards. The project involves work on an approximately 79,000 gross square meter (12-acre) site, with specific attention required to environmental cleanup protocols, particularly for the eastern parcel. Contractors will need expertise in environmental remediation, site preparation, and compliance with both U.S. and Korean environmental regulations. Interested parties are advised to coordinate access to solicitation documents through SAM.gov and send courtesy emails to the specified Department of State contacts.
