About this opportunity

The Bureau of Land Management California State Office issued a notice of intent on September 11, 2026 to award a sole source contract for a site lease to provide land use, access, infrastructure, and utilities supporting BLM-owned communications equipment at Snow Peak in Morongo Valley, California; response deadline is September 17, 2026. The procurement is justified as sole source under 10 U.S.C. 3204(a)(1) because the site owner operates the building housing the equipment at a geographically strategic location with unique terrain and elevation critical to connectivity for field personnel, and no alternative sites in the vicinity meet operational requirements or would justify the cost of replicating existing infrastructure investments.

The contractor shall furnish three equipment racks, a communications tower with three omnidirectional collinear antennas meeting Motorola R56 standards, cable management systems, 20-amp twist-lock 110 VAC power supply (via commercial utility or solar), and 24/7/365 site access for BLM personnel and authorized contractors. The contractor maintains all infrastructure in operational condition, coordinates with site users to prevent service disruptions, and responds timely to repair and emergency requests. BLM furnishes three Codan Model MT-5 repeaters, one 5G Cradlepoint modem, three Sinclair duplexers, two Astron power supplies, and ancillary equipment. The anticipated firm fixed-price contract award window is September 15–25, 2026, with performance running April 1, 2026 through March 31, 2027, plus four option periods.
