About this file

This is a Statement of Work (SOW) for a communications site lease at Snow Peak to support the Bureau of Land Management (BLM) California State Office. The contract period runs from April 1, 2026 through March 31, 2027, with four option periods available. The contractor or site owner must provide land use, access, infrastructure, and utilities to house and support BLM-owned communications equipment located at 11401 Raywood Flat Road, Morongo Valley, CA 92256.

The contractor-furnished requirements include providing three equipment racks (7 feet high by 19 inches wide), a communications tower capable of supporting three omnidirectional collinear antennas that meet or exceed Motorola R56 standards, cable management systems with industry-standard cable support and protective structures, and a 20-amp twist-lock receptacle supplying 110 VAC power via commercial utility or approved solar system. The contractor must ensure 24/7/365 access to the site for BLM personnel and authorized contractors, maintain all infrastructure in operational condition, coordinate with site users to prevent service disruptions, and respond timely to repair and emergency requests. The government will furnish three Codan Model MT-5 repeaters, one 5G Cradlepoint modem, three Sinclair duplexers, two Astron power supplies, and ancillary equipment including amplifiers and pre-amplifiers. This is a firm fixed-price sole source procurement justified by the site's unique geographic and strategic location, existing infrastructure, and terrain characteristics that provide critical connectivity with no reasonable alternative locations available. The anticipated contract award date is between September 15–25, 2026.
