About this opportunity

The Department of Labor's Office of Workers' Compensation Programs (OWCP) is conducting market research to procure scientific and technical services for maintaining and updating the Site Exposure Matrices (SEM) Database for the Division of Energy Employees Occupational Illness Compensation (DEEOIC). The primary objective is to maintain a comprehensive relational database containing information about toxic substances used at Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). Key contract requirements include database maintenance, security, updates, research support, and providing staff with Q clearances from DOE. Vendors must submit capability statements by January 27, 2025 at 2:00 PM ET, with technical questions due by January 17, 2025. The opportunity is open to NAICS codes 541620 and 541990, and responses are limited to 7 pages detailing core services, relevant experience, pricing structure, and implementation timeline.

The pre-solicitation notice does not indicate a specific set-aside designation, making the opportunity open to all qualifying vendors. The contract will be structured with a base year from March 2025 to April 2026 and four potential one-year option periods extending through April 2030. While specific award values are not disclosed, the contract will be awarded as a Labor Hour contract with cost-reimbursable Contract Line Item Numbers (CLINs) for travel and materials. Performance requirements include maintaining 92% database availability, achieving 99% accuracy for data uploads, and meeting strict response timelines ranging from 3-18 business days depending on inquiry type. Work will be performed at the contractor's facility with required availability Monday through Friday, 8:00 AM to 4:30 PM ET, supporting the DOL's critical mission of compensating nuclear weapons program workers with potential health effects from toxic substance exposures.

Amendment 0001

The purpose of this amendment is to change the closing date of the RFI from 01/27/2025 at 2pm EST to 01/17/2025 at 2pm EST.

________________________________________________________________________________________________________

The DOL Office of Workers’ Compensation Programs (OWCP) is conducting market research for an upcoming procurement requirement titled Site Exposure Matrices (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC).  This procurement will involve maintaining, updating and providing subject matter expertise on the contents of a comprehensive relational database containing information about the occupational use of toxic substances at major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA or Act).

Public Law 106-398, the EEOICPA of 2000, as amended, established a program to compensate nuclear weapons program workers diagnosed with adverse health effects from exposure to beryllium, ionizing radiation, and silica encountered in the course of nuclear weapons-related work for the United States.   The Fiscal Year 2005 National Defense Authorization Act, signed by President Bush on October 28, 2004, amended the EEOICPA by creating a new system of federal compensation called Part E.  The DOL administers Part E and affords coverage for DOE contractors and sub-contractor employees and certain individuals potentially covered by the Radiation Exposure Compensation Act (RECA) for exposures to an array of toxic substances and chemicals.

The DEEOIC has responsibilities under Part E of the EEOICPA to issue decisions concerning whether certain employees of DOE contractors or sub-contractors or uranium workers contracted illnesses as a result of exposure to toxic substances in their work environment.  It is essential that DEEOIC have accurate, timely, and useful information regarding toxic substances used at DOE sites throughout the United States.

The primary objective of this Request for Information (RFI) is to assess the marketplace for vendors that have the capability to maintain and update a comprehensive relational database of information regarding toxic substances at all major DOE facilities and uranium sites covered under the EEOICPA and must include:

  1. SEM Database Maintenance
  2. SEM Database Security
  3. SEM Database Updates
  4. “Q” Cleared Staff
  5. Data Quality
  6. Research Support
  7. SEM training
  8. Library
  9. Contractor Acquired, Government Funded Equipment
  10. Provide a single, experienced program manager to support the DEEOIC
  11. Provide monthly and weekly reports detailing work performed during that period

The DOL encourages the vendor community to respond to this RFI to provide their feedback and insight to the DOL.

A full description of the reqirement can be found in the RFI attachments.

Please note that this RFI is open to both NAICS codes 541620 and 541990.
