About this opportunity

Lawrence Berkeley National Laboratory (LBNL), operating under the U.S. Department of Energy, is seeking qualified architectural and engineering (A/E) teams to provide comprehensive site and space planning services through a Request for Information (RFI) process. The procurement requires professional disciplines in architecture, landscape design, and engineering (civil, structural, mechanical, electrical, and controls) to address campus planning needs encompassing site features, utilities, facilities, and infrastructure across LBNL's main campus and off-site leased facilities. Key qualifications include demonstrated expertise in master planning, campus massing studies, facility rehabilitation, and coordination with existing planning documents and systems. LBNL will use RFI responses to develop a shortlist of qualified A/E teams who may be invited to participate in a subsequent Request for Qualifications (RFQ) phase, potentially including presentations to a selection committee. The RFI response deadline is November 21, 2025, with submissions required electronically to tracykaae@lbl.gov.

This opportunity carries no set-aside designation and is open to small businesses under NAICS 541310 (Architectural Services) with a size standard of $12,500,000. The potential Master Agreement is valued between $4,000,000 and $8,000,000 with a five-year performance period. Services will encompass a broad range of planning activities, from small consolidation projects to entirely new facility planning, including landscape management, roadway and parking optimization, utility system coordination, transportation infrastructure, security features, and facility repairs and rehabilitations. No current contractor or incumbent has been identified in the documentation. Interested firms are strongly encouraged to review foundational background documents such as the Campus Master Plan, Campus Massing Study 2025, Long Range Development Plan, and condition assessment reports prior to submitting their qualifications.
