About this file
This is a Request for Information (RFI) from Lawrence Berkeley National Laboratory (LBNL) seeking architectural and engineering (A/E) teams for site and space planning services. The RFI aims to identify qualified companies for a potential Master Agreement (MA) with an estimated value of $4,000,000 - $8,000,000, with services to be performed over a five-year period. The scope includes comprehensive site and space planning across LBNL's main campus and off-site facilities, covering areas such as landscaping, roadways, utilities, facility rehabilitations, transportation infrastructure, and space utilization studies.
Respondents must submit their completed RFI form electronically by November 21, 2025, to tracykaae@lbl.gov. The solicitation is open to small businesses under NAICS 541310 (Architectural Services), with a size standard of $12,500,000. LBNL will use the RFI responses to create a shortlist of A/E teams for a subsequent Request for Qualifications (RFQ), with teams potentially presenting to a selection committee. The project is funded through the U.S. Department of Energy under Prime Contract DE-AC02-05CH11231, and interested firms are encouraged to thoroughly review the foundational background documents mentioned in the RFI.

OVERVIEW & BACKGROUND
The University of California (the University), Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE), is seeking information on the qualifications of Architectural/Engineering (A/E) teams interested in providing site and space services for the LBNL main site and off-site leased facilities, as described herein.
The University’s primary objective for this request for information (RFI) is to identify professionally qualified companies for site and space planning at the LBNL main hill campus and leased, off-site facilities. The range of services is expected to include a variety of professional architectural, landscape, and engineering disciplines, including civil, structural, mechanical, electrical, and controls. The planning services will also include site utility distribution systems. The site and planning services could range from small, specific activities such as Lab consolidations or the development of standard site design features (site stairs, pathways, etc.) to planning entirely new facilities. The A/E team providing the services needs to be flexible enough to handle a full range of site and space planning efforts.
Using the responses to this RFI, the University will determine, solely at its own discretion, a short-list of A/E teams to receive a Request for Qualifications (RFQ) for the project. The short list of A/E teams will prepare presentations to be given on site to the University’s selection committee and will respond to the committee’s questions. The University intends for this RFI to result in qualified companies participating in the RFQ for a Master Agreement (MA) for Site and Space Planning Services. Under the MA, A/E Subcontracts (Subcontract) may be issued for specific studies, tasks, and activities for a period of five (5) years. Each issued subcontract will be subject to the terms, conditions, and provisions of the MA and its Incorporated Documents.
