About this opportunity
The Federal Aviation Administration (FAA) has issued a Special Notice announcing its intent to negotiate a single source contract with Riegl USA for the procurement of Riegl VZ-600i Terrestrial Scanner/kit equipment. This procurement falls under the Department of Transportation's Federal Aviation Administration Franchise Acquisition Services and was posted on September 3, 2025. The FAA is utilizing single source procedures rather than competitive bidding for this acquisition. The notice serves as an informational announcement to industry stakeholders about the agency's decision to contract directly with the selected vendor. This procurement is classified under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 500 employees.
The primary purpose of this announcement is to inform industry of the FAA's basis for using single source procurement procedures in accordance with FAA Acquisition Management System requirements. The agency conducted a market survey earlier in 2025 (posted March 31st and closed April 11th, 2025) which determined that Riegl USA was the only acceptable source for the VZ-600I equipment. Saab, Inc. owns all proprietary data rights and information necessary for the manufacture, repair, and testing of these assets, which supports the single source justification. The notice emphasizes that this is purely informational and is not a solicitation or request for proposals, meaning no competitive solicitation will be available. Contractors seeking additional information must submit written questions to the designated Contract Specialist, Haylee Hildebrand, via email by the September 8, 2025 deadline.
