About this opportunity

The Department of State's U.S. Embassy in Riga has issued a Single Source Justification Notice for residential alarm monitoring services, with an estimated contract value of EUR11,000 including options. The justification for sole-source procurement is based on several critical factors, including the high cost of changing contractors, which would require expensive equipment replacement, significant disruption to embassy residences, and potential challenges in transitioning to a new vendor. The Regional Security Office (RSO) determined that switching providers would necessitate costly equipment uninstallation and reinstallation, require substantial residence access, and potentially compromise security responsiveness. The contract, awarded to an unnamed vendor (likely G4S based on the file summary), will cover alarm system monitoring and maintenance for what is expected to be the final year of such services, as the Department of State will discontinue funding for this type of monitoring after this period. The Contracting Officer has confirmed the price is fair and reasonable, and the contract was awarded on December 17, 2024, falling under the Security Systems Services NAICS category (561621) with a specific focus on alarm and security detection systems.

Notice text

The requirement is to provide residential alarm monitoring services at the embassy residences. The estimated value for the entire period of performance is €11,000, including options. These supplies/services require that the service provider monitors alarms and provides maintenance on alarm systems. This  allows the Regional Security Office to accomplish its mission of protecting COM personnel at their residences.

•    Changing the contract would incur large additional costs, as we would have to uninstall the current equipment, purchase new equipment, and reinstall. All costs that OPO will most likely not approve quickly. Currently, large costs require CFO approval.
•    A switch over of the contract would require substantial access to our residences, incurring additional overtime costs and inconvenience to residents. In addition, RSO staff do not have the bandwidth to support this transition.

•    A new company would have to be trained and acclimatized to our security needs. RSO is not confident that a new company would be as responsive or competent in the needs of our alarm infrastructure.
•    Lastly, this will be the last year the post will be utilizing a monitoring service. DS will no longer fund this service after this year.

The Contracting Officer has determinated that  the price is fair and reasonable.

Awarded contract 19LG7525P0162 to unknown vendor for unknown amount on 2024-12-17.
