About this opportunity

The Department of State issued a sole source justification notice for an urgent contract award to provide temporary lodging and hotel support services for displaced U.S. Embassy Kuwait families. The requirement involved securing 25 fully serviced hotel rooms at Radisson Blu Hotel in Kuwait City, along with associated security-conscious facilities, logistical coordination support, and essential hospitality services necessary to accommodate an emergency evacuation caused by kinetic conflict with Iran. The contracting officers justified the sole source procurement under FAR 12.102 citing "unusual and compelling urgency," determining that competitive procurement procedures could not accommodate the exigent circumstances requiring immediate off-compound housing to protect life and property. Radisson Blu Hotel was selected based on its ability to provide sufficient room capacity immediately, meet critical security and safety requirements, and support emergency group relocation without delay, with pricing based on a pre-existing agreement considered fair and reasonable against competitive market rates. The contract was awarded on March 1, 2026, with an estimated total value of 32,343.75 KWD for the entire period of performance, and the justification was certified by contracting officers Jennifer S. Bowmar and Yared R Asnake on March 2, 2026.
