About this file
This is a Single Source Justification document submitted by the U.S. Department of State for a sole source award to Radisson Blu Hotel – Kuwait. The U.S. Embassy Kuwait requires urgent temporary lodging and associated hotel support services for 25 rooms to accommodate displaced Embassy families due to an emergency evacuation caused by kinetic war with Iran. The estimated contract value is 32,343.75 KWD for the entire period of performance. Required services include fully serviced hotel rooms, immediate group booking accommodations, security-conscious facilities, logistical coordination support, and essential hospitality services necessary to safely house evacuated families on short notice.
The justification cites "unusual and compelling urgency" as the statutory authority under FAR 12.102 permitting other than full and open competition. The Contracting Officer determined that competitive procurement procedures could not accommodate the exigent circumstances requiring immediate off-compound lodging to protect life and property. Radisson Blu Hotel – Kuwait was selected based on its ability to provide the required room capacity immediately, meet security and safety considerations, and accommodate emergency group relocation requirements within the necessary timeframe. The Embassy had leveraged a pre-existing agreement with the hotel on prices for standard rooms considered fair and reasonable based on competitive market prices. The contracting officers Jennifer S. Bowmar and Yared R Asnake certified the justification on March 2, 2026.
