About this opportunity

The National Institute of Standards and Technology, a component of the Department of Commerce, seeks quotation for a single Novanta Torus 532 nm single-mode laser with 250 mW output power, with quotations due May 7, 2026 and questions due May 4, 2026. This is a brand-name-only procurement under full and open competition.

Place of performance is Gaithersburg, Maryland, with FOB Destination delivery to NIST's Boulder, Colorado facility. The laser must be diode-pumped solid-state technology meeting exact technical specifications: 250 mW output at 532 nm wavelength, beam diameter between 1.5–1.9 mm, beam divergence smaller than 0.5 mrad, spectral purity with higher order modes suppressed by at least 95 dB, power stability better than 0.2% rms over 100 hours, linear polarization ratio greater than 100:1, and physical dimensions fitting a 5.6-inch wide platform with laser output centered at 41 mm height or less. The device supports Brillouin Light Scattering spectrometers measuring magnetic material parameters for ferromagnet-based microelectronic devices and MRAM development.

Delivery is required no later than twelve weeks after order receipt. Award will be made to the lowest-priced technically acceptable quoter. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; the small business size standard is 1,000 employees. All quotations must be submitted electronically in three volumes—Technical Quotation, Price Quotation, and Terms and Conditions—and quoters must maintain active SAM.gov registration at submission and throughout performance. The quotation must include firm fixed price with all shipping and delivery costs included. The government reserves the right to perform performance tests including power measurements and spectral purity analysis using a Tandem-Fabry-Perot spectrometer within two weeks of receipt. The contracting officer is Don Collie (donald.collie@nist.gov) and the contract specialist is Ranae Armstrong (ranae.armstrong@nist.gov).
