About this file

This is a Statement of Work for the procurement of a single replacement laser for NIST's Applied Physics Division, Spin Electronics Group. The National Institute of Standards and Technology (NIST) requires delivery of one (1) Noventa Torus 532 nm single-mode laser with 250 mW output power, inclusive of all peripherals, cables, power supply, and a 2-year warranty, with FOB Destination delivery terms to NIST's Boulder, Colorado facility. The procurement is justified as a brand-name-only acquisition because the existing laser has reached end-of-life and requires an exact replacement that is readily interchangeable with the current system for use in Brillouin Light Scattering spectrometers measuring magnetic material parameters critical to ferromagnet-based microelectronic devices and MRAM development.

The contractor must provide a firm fixed price quotation for equipment meeting all specified technical requirements, including diode-pumped solid-state laser technology with 250 mW output at 532 nm wavelength, beam diameter between 1.5-1.9 mm, beam divergence smaller than 0.5 mrad, spectral purity with higher order modes suppressed by at least 95 dB, power stability better than 0.2% rms over 100 hours, linear polarization ratio greater than 100:1, and physical dimensions fitting a 5.6-inch wide platform with laser output centered and at a height of 41 mm or less. All items must be new in original manufacturer packaging with original documentation. Delivery is required no later than twelve (12) weeks after receipt of order. The Government reserves the right to perform performance tests including power measurements and spectral purity analysis using a Tandem-Fabry-Perot spectrometer within two weeks of receipt. The contractor must provide a Point of Contact available Monday through Friday, 11:00 AM to 5:00 PM ET, for installation support questions via phone or video conference.

STATEMENT OF WORK

Replacement: Single-mode 532 nm laser for Brillouin Light Scattering Spectrometer (High Speed Metrology for Magnetoelectronic Devices and Models) Requesting Lab: National Institute of Standards & Technology (NIST), Applied Physics Division, Spin Electronics Group

BACKGROUND INFORMATION

Ferromagnet-based microelectronic devices play an increasingly important role within the semiconductor ecosystem. Magnetic RAM (MRAM) is already replacing embedded Flash memory and is being considered for last-level cache in processors. NIST will address the critical chipmakers need for precise measurement of magnetic material and device parameters, in particular the Heisenberg exchange by expanding measurement methods first developed at NIST. This requires Brillouin Light scattering spectrometers to measure magnetic wavelike excitations. A critical component of these spectrometers is a stable single-mode continuous wave (cw) laser. Lasers have a finite lifetime, and the laser currently used has shown a significant drop in output power, a common precursor to failure. This acquisition is for the exact replacement of the existing Torus 532nm 200mW laser manufactured by Novanta.

SCOPE

The contractor shall deliver a quantity of one (1) Noventa single-mode 532 nm laser, model Torus 532 nm laser, manufactured by Noventa, inclusive of all peripherals, which includes all cables and power supply for laser, 2-year warranty, and FOB Destination delivery terms (or equivalent INCOTERM).

BRAND NAME ONLY JUSTIFICATION

Ferromagnet-based microelectronic devices play an increasingly important role within the semiconductor ecosystem. Magnetic RAM (MRAM) is already replacing embedded Flash memory and is being considered for last-level cache in processors. Our CHIPS funded project "High Speed Metrology for Magnetoelectronic Devices and Models" will address the critical chipmakers need for precise measurement of magnetic material and device parameters, in particular the Heisenberg exchange. This requires Brillouin Light scattering spectrometers to measure magnetic wavelike excitations. The laser of the Brillouin Light Scattering is reaching its end-of-life indicated by a significant drop in laser power and needs to be replaced with the exact model to be readily interchangeable with the existing Torus 532nm 200mW laser. The power may exceed the power of the existing laser and remain technically acceptable.

For the wavelength laser system to be technically acceptable, all the salient characteristics listed below must be met:

1. Readily interchangeable with the existing 200 mW 532nm Torus wavelength system manufactured by Novanta.

2. The laser shall be a diode-pumped solid state (DPSS) laser with an output power of 250 mW at 532 nm

3. The laser shall have a beam diameter between 1.5 mm and 1.9 mm.

4. The laser shall have a beam divergence smaller than 0.5 mrad.

5. The laser beam output shall be at a height of 41 mm or less.

6. Spectral purity of the laser within 30 GHz of the fundamental mode and that higher order modes are suppressed by at least 95 dB compared to the fundamental mode.

7. The length of the laser shall be less than 14.5”.

8. The width of the laser shall be less than 5.6”.

9. The laser shall fit onto a 5.6” wide platform that the laser output is in the center of the 5.6” wide platform.

MINIMUM REQUIREMENTS

The Contractor shall submit a firm fixed price quotation offering a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
