The Department of Homeland Security Customs and Border Protection seeks an Indefinite Delivery/Indefinite Quantity contract for simulation marking cartridges, conversion kits, magazines, and ancillary training equipment, with offers due July 24, 2026 at 2:00 PM ET. Place of performance is Harpers Ferry, West Virginia. The contract ceiling is $9 million across all anticipated delivery orders over a five-year ordering period, with an initial delivery order at award equal to or exceeding a $10,000 minimum guarantee. All delivery orders will be issued on a firm fixed-price basis and may contain option years.

Technical requirements specify two M4A1 upper receiver conversion kits—one chambered in 9mm with an 11.5-inch barrel, one in 5.56mm—each matching or exceeding General Dynamics Simunition performance standards. Required items include 20-round translucent 9mm magazines, 30-round translucent 5.56mm magazines, marking cartridges (red and blue), non-marking cartridges, blank cartridges in quiet and loud variants, 9mm conversion kits for 40mm grenade launchers, discriminator rings, replacement O-rings, removal tools, and spent case push rods. Conversion kits carry five-year warranties or 10,000 rounds (whichever comes first); magazines carry one-year warranties; cartridges carry five-year shelf life and one-year warranties from acceptance. All submissions are subject to testing protocols including velocity measurement via Oehler chronographs and decibel measurement per MIL-STD-1474D.
