Administrative requirements include vendor quality control with rejection of failed devices, government right to conduct periodic random Quality Assurance testing, and vendor responsibility for corrective action within seven calendar days of non-conformance notification. Conversion kits carry five-year warranties or 10,000 rounds fired (whichever comes first); magazines carry one-year warranties; cartridges carry five-year shelf life from manufacture and one-year warranties from acceptance. The vendor must provide authorized distributor letters from manufacturers with proposal submission and permit government facility inspections with three business days' notice. Shipping is FOB Destination using ground service as default, with trackable shipment and three business days' advance notice required. Cartridge packaging requires 9mm cases of 500 cartridges (10 boxes of 50) and 5.56mm cases of 500 cartridges (25 boxes of 20), with labels showing contract number, delivery order number, and manufacture date in different colors annually. The vendor must host a post-award meeting within 30 days and annual performance conferences thereafter, provide Delivery Order and Warranty Reports at each conference, and obtain prior written approval from the Contracting Officer for all media statements. The contract has a five-year ordering period, with delivery to CONUS, Alaska, Hawaii, Guam, Puerto Rico, and other U.S. territories. All work is unclassified but may require secure handling of FOUO and PII information, with vendor personnel potentially required to execute non-disclosure agreements per DHS policy.

CBP Simulation Marking Cartridges
Statement of Work (SOW)

1. BACKGROUND
1.1. This requirement is for the procurement of U.S. Customs and Border Protection (CBP) simulation marking and non-marking cartridges, blank cartridges, weapon conversion kits, and magazines for use in scenario-based use of force training in support of the mission of officers and agents within CBP, as well as other agencies both within and outside of the Department of Homeland Security (DHS).
1.2. Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. This contract will be awarded and administered by
CBP.

2. SCOPE
2.1. The intent of CBP is to contract for simulated marking cartridges, non-marking cartridges, blank cartridges, and associated weapon conversion kits and magazines, for CBP, as well as other components within DHS. This statement of work (SOW) delineates the required performance and technical specifications.
2.2. Vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping, and handling (FOB destination), and invoicing/payment support.
2.3. Vendor shall provide manufacturer’s technical specifications for items required for submission. Specifications shall address all technical requirements listed within this document.
3. APPLICABLE DOCUMENTS: None
4. TECHNICAL REQUIREMENTS
4.1. General Requirements
4.1.1. The vendor shall not make any alterations or substitutions without prior notification, and written approval by the COR.
4.2. M4 Upper Receiver Conversions Kits
4.2.1. M4A1 Upper Receiver Conversion Kit (9mm):
4.2.1.1. This conversion kit shall be a complete M4A1 upper receiver assembly chambered in 9mm.
4.2.1.2. The conversion kit shall be capable of firing General Dynamics Simunition
FX 9mm marking cartridges or equal (Red 5330001 / Blue 5330002), FX 9mm non-marking cartridges or equal (5330009), and SecuriBlank cartridges or equal (5306003/5306006).
4.2.1.3. The conversion kit shall NOT be capable of accepting standard AR 9mm bolt carrier groups or live-firing bolt components. Conversion kit shall NOT be capable of firing lethal ammunition.
4.2.1.4. The kit shall include the following items: An anodized blue, complete flat top upper receiver group (M4/M16 family) with Picatinny rail, a complete bolt and bolt carrier group and two (2) translucent 20 round 9mm magazines.
4.2.1.5. The barrel shall be 11.5” (± .25”) in length, free-floated, with a standard “bird cage” muzzle device, and engraved with “9mm MARKING CARTRIDGE
ONLY”.
4.2.1.6. Handguards shall be blue in color with M-Lok slots for mounting common
M-Lok picatinny rails sections and M-Lok compatible accessories.
4.2.1.7. The gas key of the bolt carrier group shall be colored blue to identify it as a training instrument.
4.2.1.8. The upper receiver must be engraved with the following statement “9mm
MARKING CARTRIDGE ONLY” located on the left side of the upper receiver.
4.2.1.9. The performance and technical specifications of the conversion kits shall be equal to or better than the General Dynamics Simunition Colt M4A1 Flat Top (11.5” bbl) conversion kit (5316500).
4.2.2. M4A1 Upper Receiver Conversion Kit (5.56/.223)
4.2.2.1. The conversion kit shall be a complete M4A1 upper receiver assembly chambered in 5.56mm.
4.2.2.2. The conversion kit shall be capable of firing General Dynamics Simunition FX 5.56mm marking cartridges or equal (Red 5359101 / Blue 5359102), FX 5.56mm Non-Marking Cartridges or equal (5359109) and 5.56 SecuriBlank cartridges or equal (5359107/5359108).
4.2.2.3. The conversion kit shall NOT be capable of accepting a standard 5.56/.223 bolt carrier groups or live-firing bolt components. Conversion kit shall NOT be capable of firing lethal ammunition.
4.2.2.4. The kit shall include the following items: An anodized blue, complete flat top upper receiver group (M4/M16 family) with Picatinny rail, a complete bolt and bolt carrier group and two (2) translucent 30 round 5.56mm magazines (5314140SP).
4.2.2.5. The barrel shall be 11.5” (± .25”) in length, free-floated, with a standard “bird cage” muzzle device, and engraved with “5.56mm MARKING

4.2.2.6. Handguards shall be blue in color with M-Lok slots for mounting common

4.3. M4 / M16 Training Magazines
4.3.1. M4 / M16 Upper Receiver 20rd Training Magazine (9mm)
4.3.1.1. The magazines shall be capable of accommodating General Dynamics
Simunition FX 9mm marking cartridges or equal (Red 5330001 / Blue 5330002) FX 9mm non-marking cartridges or equal (5330009) and SecuriBlank cartridges or equal (5306003/5306006).
4.3.1.2. The magazine shall have a capacity of twenty (20) 9mm training cartridges.
4.3.1.3. The body of the magazine shall be constructed of a translucent plastic.
4.3.1.4. The performance and technical specifications of the magazines shall be equal to or better than the General Dynamics Simunition FX Training Magazine 9mm - M16 / M4 Upper Kit – (5308310SP).
4.3.2. M4 / M16 Upper Receiver 30rd Training Magazine (5.56mm)
4.3.2.1. The magazines shall be capable of accommodating General Dynamics
Simunition FX 5.56mm marking cartridges or equal (Red 5359101 / Blue 5359102), FX Non-Marking Cartridges or equal (5359109) and SecuriBlank cartridges or equal (5359107/5359108).
4.3.2.2. The magazine shall have a capacity of thirty (30) 5.56mm training cartridges.
4.3.2.3. The body of the magazine shall be constructed of a translucent plastic.
4.3.2.4. The performance and technical specifications of the magazines shall be equal to or better than the General Dynamics Simunition FX Magazine 5.56mm - M16 / M4 Upper Kit – (5314140SP).
4.4. Non-Lethal Training Cartridges
4.4.1. 9mm Marking Cartridges
4.4.1.1. The cartridges shall be compatible with CBP’s current 9mm simunitions-based training platforms, to include the General Dynamics Simunition Colt M4A1 Flat Top (14-1/2” bbl) conversion kit (5313300) or equal and the Glock 47T and 19T 9mm FX/FoF training handguns or equal.
4.4.1.2. The cartridges shall have a non-toxic primer and an inert, non-toxic detergent-based, water-soluble color-marking compound.
4.4.1.3. The cartridges shall be available with both red and blue color-marking compounds.
4.4.1.4. The projectile of the cartridge shall be constructed of plastic and have a mass of 0.4 grams (± 0.05 grams).
4.4.1.5. The muzzle velocity shall be between 360-524 feet per second.
4.4.1.6. The projectile shall be accurate within 6” when fired from a distance of 25 ft.
4.4.1.7. The performance and technical specifications of the marking cartridges shall be equal to or better than General Dynamics Simunition FX 9mm marking cartridges (Red 5330001, Blue 5330002).
4.4.2. 9mm Non-Marking Cartridges
4.4.2.1. The cartridges shall be compatible with CBP’s current 9mm simunitions-
4.4.2.2. The cartridges shall have a non-toxic primer.
4.4.2.3. The projectile of the cartridges shall be constructed of plastic and have a mass of 0.265 grams (± 0.05 grams).
4.4.2.4. The muzzle velocity shall be between 320-623 feet per second.
4.4.2.5. The projectile shall be accurate within 6” when fired from a distance of 16.4 ft.
4.4.2.6. Performance and technical specifications shall be equal to or better than
General Dynamics Simunition FX 9mm Non-Marking cartridges (5330009).
4.4.3. 9mm Blank Cartridges (Quiet)
4.4.3.1. The cartridges shall be compatible with CBP’s current 9mm simunitions-
4.4.3.2. The cartridges shall have a non-toxic primer.
4.4.3.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.4.3.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.4.3.5. The cartridge’s muzzle energy shall be 0.0 ft. lbs.
4.4.3.6. The cartridges shall not produce any noise above a peak sound level of
140dB measured from a distance of 5ft. from the muzzle of the marking cartridge launcher.
4.4.3.7. The cartridges shall not create perforations on witness paper at point blank range.
4.4.3.8. Performance and technical specifications shall be equal to or better than General Dynamics Simunition SecuriBlank Quiet 9mm cartridges (5306006).
4.4.4. 9mm Blank Cartridges (Loud)
4.4.4.1. The cartridges shall be compatible with CBP’s current 9mm simunition-
4.4.4.2. The cartridges shall have a non-toxic primer.
4.4.4.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.4.4.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.4.4.5. The muzzle energy shall not be greater than 0.07 ft. lbs.
4.4.4.6. The cartridges shall not exceed a sound level of 163 dB.
4.4.4.7. The cartridges shall not create perforations on witness paper at a distance of three (3) ft. (± 1”.) or greater when measured from the muzzle to the witness paper.
4.4.4.8. Performance and technical specifications shall be equal to or better than
General Dynamics Simunition SecuriBlank Loud 9mm cartridges (5306003).
4.4.5. 5.56mm Marking Cartridges
4.4.5.1. The cartridges shall be compatible with General Dynamics Simunition FX
Magazine 5.56mm - M16 / M4 Upper Kit – (5314140SP) or equal.
4.4.5.2. The cartridges shall have a non-toxic primer and an inert, non-toxic detergent-based, water-soluble color-marking compound.
4.4.5.3. The cartridges shall be available with both red and blue color-marking compounds.
4.4.5.4. The projectile of the cartridge shall be constructed of plastic and have a mass of 0.23 grams (± 0.05 grams).
4.4.5.5. The velocity shall be between 525-656 feet per second at a distance of 12 feet from the muzzle.
4.4.5.6. The projectile shall be accurate within 8” when fired from a distance of 100 ft.
4.4.5.7. The performance and technical specifications of the marking cartridges shall be equal to or better than General Dynamics Simunition FX 5.56mm marking cartridges (Red 5359101, Blue 5359102).
4.4.6. 5.56mm Non-Marking Cartridges
4.4.6.1. The cartridges shall be compatible with General Dynamics Simunition Colt
M4A1 Flat Top (11.5” bbl) conversion kit (5316520) or equal.
4.4.6.2. The cartridges shall have a non-toxic primer.
4.4.6.3. The projectile of the cartridges shall be constructed of plastic and have a mass of 0.115 grams (± 0.005 grams).
4.4.6.4. The velocity shall be between 525-656 feet per second at a distance of 12 feet from the muzzle..
4.4.6.5. The projectile shall be capable of maintaining accuracy standards within 8” from the point of aim from a distance of 100 ft.
4.4.6.6. Performance and technical specifications shall be equal to or better than
General Dynamics Simunition FX 5.56 Non-Marking cartridges (5359109).
4.4.7. 5.56mm Blank Cartridges (Quiet)
4.4.7.1. The cartridges shall be compatible with General Dynamics Simunition Colt
M4A1 Flat Top (11.5” bbl) conversion kit (5316520) or equal.
4.4.7.2. The cartridges shall have a non-toxic primer.
4.4.7.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.4.7.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.4.7.5. The cartridge’s muzzle energy shall be 0.0 ft. lbs.
4.4.7.6. The cartridges shall not create perforations on witness paper at point blank range.
4.4.7.7. Performance and technical specifications shall be equal to or better than
General Dynamics Simunition SecuriBlank Quiet 5.56mm cartridges (5359107).
4.4.8. 5.56mm Blank Cartridges (Loud)
4.4.8.1. The cartridges shall be compatible with General Dynamics Simunition Colt
M4A1 Flat Top (11.5” bbl) conversion kit (5316520). or equal..
4.4.8.2. The cartridges shall have a non-toxic primer.
4.4.8.3. The cartridges shall have a polymer sabot, the color of which is uniquely distinguishable from other blank cartridges available on this contract.
4.4.8.4. The cartridges shall have a propellant comprised of a double-based smokeless powder.
4.4.8.5. The cartridge’s muzzle energy shall not be greater than be 0.7 ft. lbs.
4.4.8.6. The cartridges shall not create perforations on witness paper at a distance of three (3) ft. or greater.
4.4.8.7. Performance and technical specifications shall be equal to or better than
General Dynamics Simunition SecuriBlank Loud 5.56 cartridges (5359108).
4.5. Ancillary Equipment
4.5.1. 9mm Conversion Kit for 40mm Grenade Launcher
4.5.1.1. The conversion kit shall include the following: three (3) 9mm to 40mm adapter shells, a “discriminator ring” or equivalent to prevent a “live” 40mm shell from being loaded into the training weapon, a replaceable discriminator ring O-ring, a discriminator ring removal tool and spent case push rod.
4.5.1.2. The performance and technical specifications of the 9mm Conversion Kit for 40mm Grenade Launcher shall be equal to or better than the General Dynamics 9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher (5312400).
4.5.2. 9mm to 40mm Adapter Shell
4.5.2.1. The adapter shell shall be capable of firing General Dynamics Simunition
FX 9mm marking cartridges or equal (Red 5330001 / Blue 5330002) FX 9mm non-marking cartridges or equal (5330009) and SecuriBlank cartridges or equal (5306003/5306006).
4.5.2.2. The adapter shell shall be compatible with the following 40mm grenade launchers: H&K 169, H&K 69, H&K GLM, and the B&T GL-06 DHS.
4.5.2.3. The performance and technical specifications of the adapter shell shall be equal to or better than the General Dynamics 9mm Adapter Shell for 40mm Non-Lethal Grenade Launcher (5312405SP).
4.5.3. Discriminator Ring
4.5.3.1. The discriminator ring shall be constructed of blue anodized aluminum.
4.5.3.2. The discriminator ring shall be compatible with, at a minimum, the following 40mm grenade launchers: H&K 169, H&K 69, H&K GLM, and the B&T GL-06 DHS.
4.5.3.3. The discriminator ring shall allow the 9mm adapter shell to be loaded into the barrel of a 40mm grenade launcher but prevent a “live” 40mm grenade from being loaded into the barrel.
4.5.3.4. The discriminator ring shall include a replaceable rubber O-ring (item listed below).
4.5.3.5. The performance and technical specifications of the discriminator ring shall be equal to or better than the General Dynamics Blue Discriminator Ring for 9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher
(5312410SP).
4.5.4. Replacement O-Ring for Discriminator Ring
4.5.4.1. The O-ring shall come in a pack of five (5).
4.5.4.2. The O-ring shall fit into the groove of the discriminator ring.
4.5.4.3. The performance and technical specifications of the O-ring shall be equal to or better than the General Dynamics O-ring for Discriminator for 9mm FX Conversion Kit for 40mm Non-Lethal Grenade Launcher
(5312419SP).
4.5.5. Discriminator Ring Removal Tool
4.5.5.1. The discriminator ring removal tool shall consist of a rope and plastic disk that will fit into a 40mm grenade launcher barrel and allow the user to pull the discriminator ring out through the breech.
4.5.5.2. The performance and technical specifications of the tool shall be equal to or better than the General Dynamics Discriminator Removal Tool Assembly (5312404SP).
4.5.6. Spent Case Push Rod
4.5.6.1. The spent case push rod shall be constructed of plastic or other similar material in a t-shaped design to allow the user to eject a spent case from the front to the rear of the adapter shell.
4.5.6.2. The performance and technical specifications of the spent case push rod shall be equal to or better than the General Dynamics Spent Case Push Rod (5302690SP).
4.6 Testing Protocals
4.6.1. Velocity shall be tested using Oehler (or similar) chronograph with the first screen placed 5ft. from the muzzle of the test barrel
4.6.2. Decibel levels shall be taken 1 meter away from the muzzle, 90 from the left or the right, and 1.6 meters above a non-reflective surface as per
MIL-STD-1474D
4.6.3. Accuracy testing shall be performed by human shooter using supported shooting position and can be accomplished from the seated or prone position.
5. ADMINISTRATIVE REQUIREMENTS
5.1. Quality Control and Quality Assurance
5.1.1. No changes in design of any device or accessory shall take place without the prior approval of the COR and the CO.
5.1.2. Devices and accessories which fail any portion of the vendor’s (including manufacturers) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery.
5.1.3. The Government may conduct periodic random Quality Assurance (QA) testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded.
5.1.4. QA may or may not be conducted by Government personnel at a government owned facility.
5.1.5. Devices and/or accessories which fail QA testing may be sent back to the vendor, at no cost to the Government, and replaced with an equal amount of new supplies.
If a second or subsequent failure (for the same test) occurs within the same batch, this will be considered a batch failure. The vendor shall be notified by the COR, in writing, of the nature of the failure, defect, or deficiency and the vendor shall replace the entire batch at no cost to the government.
5.1.6. Vendor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect devices and/or accessories. The vendor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A complete failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance.
5.2. Shelf Life and Warranties
5.2.1. Offeror shall submit a manufacturers certificate (letter) of warranty which includes warranty coverages and timeframes.
5.2.2. Conversion Kits and Magazines
5.2.2.1. All conversion kits shall have a warranty of five (5) years or 10,000 rounds fired, whichever comes first from the date of acceptance by the Government. The warranty shall protect against defects in materials or workmanship under normal use and conditions.
5.2.2.2. M4A1 9mm and 5.56 magazines shall have a one (1) year warranty from the date of acceptance by the Government. The warranty shall protect against defects in materials or workmanship under normal use and conditions.
5.2.3. Cartridges
5.2.3.1. The cartridges shall have a five-year minimum shelf life from the date of manufacture when stored in the original packaging and in a cool and dry environment (Max 77°F).
5.2.3.2. No cartridge shall be older than six months at the time of shipping.
5.2.3.3. The cartridges shall have a minimum one (1) year warranty (from the date of acceptance by the Government) when stored in the original packaging and in a cool and dry environment (Max 77°F).
5.2.4. The vendor shall provide to the COR a single point of contact (including name, phone number, and email address) who will handle all warranty claims occurring under this contract.
5.2.5. The vendor shall utilize FEDEX, UPS, or other trackable shipping service for all warranty shipments to the government. Ground service may be used for return shipping. Exemptions may be authorized by the COR on a case-by-case basis. All shipping charges associated with warranty claims (both to and from the Government) shall be the vendor’s responsibility.
5.3. Government Access of Contractor’s Facility
5.3.1. The vendor shall permit the Government to conduct quality control inspections of the vendor’s facility (including production facilities) to ensure consistency of manufacture and quality of products ordered and delivered.
5.3.2. The authorized inspection team shall be identified in writing by the COR or the CO.
5.3.3. The minimum advance notice of inspection shall be three business days.
5.3.4. Inspections may include all aspects of manufacturing, testing, quality control, and packaging.
5.4. Distribution Authorization
5.4.1. With proposal submission, the vendor shall provide a letter from each manufacturer indicating it is an authorized distributor/retailer of the device and its accompanying accessories. Unauthorized distributors and retailers are unacceptable and will not be considered.
5.5. Shipping
5.5.1. All items are to be shipped Freight on Board (FOB) Destination.
5.5.2. Shipping locations may be centralized or may include individual locations throughout CONUS, Alaska, Hawaii, U.S. Virgian Islands, Puerto Rico, and Canada.
5.5.3. Ground shipping shall be the default method of shipping unless otherwise specified by the government. Large orders may, with COR pre-approval, be shipped via common carrier freight. On rare occasions, the government may require the use of overnight shipping due to urgent, exigent circumstances.
5.5.4. All shipments shall be trackable. Tracking information shall be provided to the
COR (or designate) upon request.
5.5.5. Vendor shall provide advanced notice of anticipated shipping a minimum of three business days, to the COR or COR’s designate.
5.6. Packaging/Labeling
5.6.1. All 9mm cartridges shall be packaged in an external box/case consisting of 10 individual boxes containing 50 cartridges (500 cartridges per case).
5.6.1.1. For 9mm marking cartridges only, the external box/case shall allow the cartridges to be stored with the projectile tip in the downward position.
5.6.2. All 5.56 cartridges shall be packaged in an external box/case consisting of 25 individual boxes containing 20 cartridges (500 cartridges per case).
5.6.3. The external box/case and any additional exterior packaging for all cartridges will have a label affixed to the exterior.
5.6.3.1. The label shall be a different color for each calendar year; the color can be at the discretion of the vendor so long as it is easily distinguishable from one year to the next and does not repeat. The label shall contain the following information in the format below:
• “Contract number: XXXXXXXX”
• “Delivery Order number: XXXXXXXX”
• “Date of manufacture: MM/DD/YYYY”
5.6.4. Material shall be packaged, packed and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination.
5.6.5. Pallets and associated packaging, when used for shipping, shall be fully enclosed or wrapped.
5.6.6. Packages shall be clearly identified on the outer box or wrapping with the contract number and delivery/task order number, if applicable.
5.6.7. Shipment specific packing slips shall contain the delivery order/task order number, and a list of the contents included in that shipment. The packing slips shall also contain the name and address of the original purchaser, in addition to the actual shipping address (as these may vary). Direct shipment of product from a manufacturer does not exempt the vendor from these requirements.
5.7. Vendor Performance Conferences
5.7.1. Within 30 days of contract award, the vendor shall host a post-award meeting either virtually or in person at the discretion of the government.
5.7.2. CBP and the vendor may meet in person once per year, commencing six months after production begins and continuing approximately every year thereafter. These performance conferences are to discuss contract issues, review technical and financial status of the contract, discuss vendor and Government performance, and to resolve any issues or problems as they may arise. Each year, the meeting location shall be at the discretion of the Government.
5.7.3. Government attendees may include the Contracting Officer, Contract Specialist, COR, representatives from the CBP components, and LESC subject matter experts.
5.7.4. Government will be responsible for Government travel cost and vendor shall be responsible for vendor travel cost.
5.8. Vendor Reports
5.8.1. Schedule of Reports
5.8.1.1. Reports identified below in Sections 5.9.2 and 5.9.3 shall be provided to the
Contracting Officer or his/her designated representative at each vendor performance conference. Additional reports shall also be made available anytime, at the request of the Contracting Officer or his/her designated representative.
5.8.1.2. Reports shall be provided in electronic format, with an accompanying hard copy presented (upon request) and shall be cumulative throughout the contract.
5.8.2. Delivery Order (DO) Report
5.8.2.1. The Delivery Order Report shall include a line-item summary of all delivery orders.
5.8.2.2. Each line in the report shall contain the following information: the name of the purchasing agency/group; delivery order (DO) number, unit cost, quantity of units on DO, value of DO, current quantity of units shipped, the current number of units remaining to be shipped, and total amount spent against the contract.
5.8.2.3. The Delivery Order Report shall be categorized by agency, purchasing group, and any other subcategory as needed.
5.8.3. Warranty Reports
5.8.3.1. The Warranty Report shall include a line-item summary of all warranty activity; as well as the numerical totals of claims received, total completed, and the average number of days required for completion.
5.8.3.2. Each line in the report shall contain the following information: agency;
purchasing group; Return Merchandise Authorization (RMA) #, date vendor was notified; date corrected device was shipped to vendor; brief statement of the problem; brief statement of the solution, date shipped back to the Government.
5.8.3.3. The Warranty Report shall be categorized by agency, purchasing group and ordered chronologically by the date the vendor received notification.
6. Media Statements
6.1. All press statements and releases related to the contract shall receive advanced written approval by the Contracting Officer (CO) and Contracting Officers Representative (COR).
7. DELIVERABLES AND DELIVERY SCHEDULE
7.1. Delivery schedule shall be determined at the time of the delivery order.
7.2. Orders shall be delivered to the addresses(s) provided with the Delivery Order.
8. TERM OF CONTRACT
8.1. The contract will have an ordering period of five (5) years from date of award of the contract.
9. SHIPPING LOCATIONS
9.1. Shipping locations shall include CONUS, Alaska, Hawaii, Guam, Puerto Rico, and other US Territories.
10. SECURITY
10.1. All work under this SOW is unclassified but may require secure handling of information designated as FOUO and/or personally identifiable information (PII).
10.2. Vendor personnel who will perform work on the contract may be required to execute a non-disclosure agreement which must be delivered to the COR prior to commencing work in accordance with DHS policy for safeguarding FOUO information.
